The discharge occurred at the Bunn Ranch Gravel Pit near Craig Colorado. The <br /> physical address of the gravel pit is 1848 East 1 a Street, Craig CO. The property is owned by <br /> Elam Construction, Inc. (Elam). Elam is also the operator of this gravel pit. Following is a <br /> summary of events based on a site investigation and interviewing personnel involved: <br /> ♦ At approximately 8:30 AM on June 10, 2014, James Edris, an employee of Elam <br /> Construction, discovered diesel fuel spraying from a flexible fuel line connecting a <br /> 500-gallon fuel storage tank to a generator used to power an aggregate wash plant. <br /> The wash plant is owned and operated by Elam. The shut-off valve was immediately <br /> closed at the tank to prevent additional fuel from discharging. Measures were <br /> immediately implemented by site personnel to contain the discharge. Elam <br /> Management was then notified of the fuel discharge. <br /> ♦ As stated earlier, the discharge of fuel was through a flexible fuel line connecting a <br /> mobile fuel tank with a portable generator. It appeared, by the appearance of the fuel <br /> line, that a small animal or rodent, gnawed at the outer covering of the fuel line until <br /> failure of the line occurred. The ground surface affected by the discharge measured <br /> approximately 1 l-feet by 10 feet and extended under the fuel tank's secondary <br /> containment and the generator trailer. Based on information obtained from site <br /> personnel, and a review of fuel usage records, it is estimated that approximately 92 <br /> gallons of diesel fuel was discharged. The diesel did not come into contact with any <br /> water. <br /> ♦ At approximately 5:15 P.M. on June 10, after confirmation of the quantity of diesel <br /> was received, Gayle Lyman, Compliance Director with Elam, notified the CDPHE <br /> Environmental Emergency spill Reporting Line of the spill. Since this was after <br /> hours, a brief description if the incident was left on voice mail. The following <br /> morning (June 11) at approximately 8:15, Ann Nedrow with the CDPHE contacted <br />
