June 20,2014 <br /> CDPH&E,Report No.2014-0377 <br /> Page 2 <br /> Mr. Lyman to collect required information Report No. 2014-0377 was assigned to <br /> the incident. Elam was directed by CDPHE to have the soil cleanup confirmation soil <br /> samples) tested for PAH's and to compare these results with the EPA Regional <br /> Screening Levels(RSLs) for soil that are protective of groundwater to verify that the <br /> remaining material in the pit is below cleanup levels. Since the discharge occurred <br /> within a State of Colorado permitted sand and gravel mining site, No. M-1980-131, <br /> the Colorado Division of Reclamation,Mining and Safety was also notified <br /> ♦ Clean-up procedures implemented for the spill include excavation of contaminated <br /> material using Elam's on-site equipment and personnel. The generator van and the <br /> fuel tank were removed firm the affected area to facilitate the clean-up of the <br /> contaminated material. An area measuring approximately 20'x18'x3%- was <br /> excavated. The excavated contaminated material (approximately 46 cubic yards)has <br /> been placed in a lined and bermed containment area. <br /> ♦ Three soil samples (DS-2, DS-3, DS-4) were obtained from the bottom of the <br /> excavated area and transported to ACZ Labs in Steamboat Springs for analysis of <br /> Poly Aromatic Hydrocarbons(PAH). A fourth soil sample(DS-1)was obtained from <br /> the excavated contaminated material within the above discussed containment area, <br /> was also analyzed for PAH's. Elam was directed by CDPHE to have the soil cleanup <br /> confirmation soil sample(s) tested for PAH's and to compare these results with the <br /> EPA Regional Screening Levels(RSLs) <br /> ♦ The contaminated material will ultimately be treated on-site. Methods for on-site <br /> treatment will include evaporation of volatile components and processing the material <br /> through Elarn's on-site asphalt plant to bum off hydrocarbons. <br /> ♦ The results of the PAH's, as reported by ACZ Laboratories indicate that the site <br /> cleanup and soil within the excavated area is below the groundwater protection levels <br /> that would require additional cleanup. Below is a table summarizing the analytical <br /> results. <br />
