(SCC) <br />Michael Boulay, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />Brent Harrison, Kokopelli Farms Inc. <br />Spencer Shumate, Office of Surface Mining (OSM) <br />I participated in a phase I, II, & III bond release inspection for 145 acres of reclaimed surface <br />lands and 2,147 acres of undisturbed surface lands to be partially or completely released from the <br />bond within the Roadside Portals permit area. <br />The following acreages are included in the Phase I bond release: 9.1 acres; 13.7 acres -Phase I, II, <br />III; 122.6 acres -Phase II, & III; and 2,147 acres -Phase III. The Roadside Portal Mine is an <br />underground coal mine permitted and operated by Snowcap Coal Co. (SCC) and is located in <br />Mesa County approximately 10 miles east of the town of Grand Junction, Colorado. The specific <br />areas to which the proposed bond release request applies to are: <br />Township 10 South Range 98 West 6th P M Mesa County CO <br />All or portions of Sections 26 27 28 34 35 <br />Township 11 South Range 98 West 6th P M Mesa County CO <br />All or portions of Sections 12 11 12 13 <br />Township 11 South Range 97 West 6th P M Mesa County CO <br />All or portions of Section 7 <br />Land for which bond release has been requested is Federal and privately owned, and the coal was <br />federally owned. OSM is a co -payee on the reclamation surety bond. SCC has requested a total <br />bond release in the amount of $719,560.86. DRMS administers the bond release process in part <br />through the State- Federal Cooperative Agreement found at 30 CFR, Part 906.30. <br />
