Prior to and after this evaluation I reviewed the bond release application (dated October 4, 2013) <br />and other pertinent documents. I met with Mike Boulay on the morning of October 23, 2013. <br />Mike provided a brief overview by orienting the participants to the areas under consideration for <br />bond release and briefing us on the area's mining and reclamation history. The weather was <br />sunny and clear and the ground was dry during the on- the - ground inspection of the sites. Most <br />areas to be inspected were accessible and visible. The inspection started at approximately 9:00 <br />am. <br />Phase I Release Areas (9.1 acres) <br />➢ Cameo Refuse Disposal Area 1- Access Road (1.2 acres) <br />CRDA 1 access road meets the requirements for Phase I bond release. <br />➢ Cameo Borrow Area 1 Sump (0.3 acres) <br />CBA 1 Sump meets the requirements for Phase I bond release. <br />➢ Cameo Borrow Area 2 and Pond 11 (1.8 acres) <br />CBA 2 and Pond 11 meet the requirements for Phase I bond release. <br />➢ Pond 13 (1.5 acres) <br />Pond 13 meets the requirements of Phase I bond release. <br />➢ G Substation (0.5 acres) <br />G Substation meets the requirements of Phase I bond release. <br />➢ Flume (0.5 acres) <br />The area where the flume was removed has been regraded and meets the requirements of <br />Phase I bond release. <br />➢ Ponds 6 and 10 (2.4 acres) <br />Ponds 6 and 10 meet the requirements for Phase I bond release. <br />➢ Ponds 8 and 9 (0.9 acres) <br />Ponds 8 and 9 meet the requirements for Phase I bond release. <br />Phase I, II, III Release Areas (13.7 acres) <br />➢ North Decline- including North Decline Road, Pond 7, Sump and Diversion Ditch <br />(2.6 acres) <br />Inspection of Pond 7 did not show any erosional features. However, the vegetation cover <br />is minimal and there is a substantial amount of Halogetan present at this location. <br />The ditch berms that run parallel to the North Decline Diversion appear to have had <br />recent maintenance due to excessive sediment deposition. The operator mentioned that <br />this was facilitated by heavier than normal rain events in the area this year. Additionally, <br />the design specifications and precipitation data were verified. Vegetation has not yet been <br />established on the berms to ensure stability. <br />Furthermore, it is understood that the diversion designs call for Rip -rap of 12" to be used <br />in section 1 and 6" in section 2. As a result of the heavy rain fall and excessive sediment <br />transport, a "paving" effect has occurred making it difficult to identify the size of Rip -rap <br />present. Upon review of the bond release application and various phone conversations <br />with DRMS, the size of Rip -rap in sections 1 and 2 could not be verified. Mike Boulay <br />indicated that he will revisit this area in February (partial inspection) and confirm with <br />SCC about these details. <br />
