Hickenlooper
Governor
Mike King
Executive Director
Dick Wolfe, P.E.
Director /State Engineer
RECEIVED
`'BUG 21 2013
DIVISION OF RECLAMATION
MINING AND SAFETY
We have reviewed your May 10, 2013 letter requesting renewal of the substitute water supply
plan for the Canon City East pit owned by Valco, Inc. (Valco). The required $300 fee has been paid
(receipt no. 3660293). This approval will cover the period June 1, 2013 through May 31, 2015.
PLAN OF OPERATION
The Canon City East pit was previously operated under a combined SWSP plan, together with
the Lamar East Pit and the Rocky Ford East Pit. Valco has recently conveyed the Lamar East Pit to the
City of Lamar, and is separating the Rocky Ford East pit from the combined plan due to changes in the
water supply. Active mining has finished at all three pits. This SWSP request covers the depletions from
the Canon City East pit only.
Pre -1981 Post -1981
Pit Well Permit No. Well ID Total Exposure Exposure Exposure
(acres) (acres)
Canon City East 52183 -F 1205760 30.1 15.4 14.7
DEPLETIONS
The Canon City East pit is presently undergoing reclamation in accordance with the DRMS
permit. During the final reclamation process, the pit on the west side of the property will have to be
dewatered for approximately four to six weeks. Valco is requesting to temporarily store the dewatering
water in Pueblo Reservoir in an "if and when" account allocated to the Upper Arkansas Water
Conservancy District ( "UAWCD ") and release it in exchange for refilling the pit once the process is
complete. Valco will measure the volume of water pumped from the pit during the initial dewatering
through a flume as it is delivered to the Arkansas River. This volume of water will then be released back
to the Arkansas River to offset the depletions from the refilling.
Evaporative depletions have been calculated using the maximum surface area of the pit, which is
30.1 acres. As reclamation continues, Valco will reduce the surface area subject to evaporation under
the SWSP as documented by the Water Commissioner.
Office of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303 - 866 -3581 • Fax: 303 - 866 -3589
www.water.state.co.us
