Yoast Mine <br />Total Bond Release Request (SL -5) August 2013 <br />I. INTRODUCTION <br />Seneca Coal Company (SCC), Yoast Mine, received a partial Phase I bond release (SL -1) on <br />June 26, 2007. SL -1 resulted in 173.02 acres released and the bond reduced by $11,862. SL -2 <br />(partial Phase I) bond release became final on July 22, 2010 and resulted in release of another <br />456.7 acres and the bond reduced by $790,205. SL -3 (partial Phase II) bond release became <br />final on March 9, 2012 and resulted in a Phase II release of 592 acres and the bond reduced by <br />$1,693,918. SL -4 represented a third partial Phase I bond release of 115.5 acres and the bond <br />reduced by $452,336. Currently, the calculated reclamation liability is $2,221,677. <br />This submittal (SL -5) represents a total bond release request for the following area. The area <br />requested consists of 6.25 acres of Routt County and private owned surface associated with the <br />Round -About constructed on RCR #27. This application is submitted in accordance with the <br />Colorado Division of Minerals and Geology (DMG) Guideline Regarding Selected Coal Mine <br />Bond Release Issues (April 18, 1995), Rule 3.03 Release of Performance Bonds, and issues <br />agreed upon during the July 19, 2005 and March 14, 2007 meetings between SCC and the <br />Division. <br />II.
