Annual vegetation has begun to establish in this area. <br /> SCC has planted several non-enclosed shrub patches east of Pond 016 and along the PM-2 drainage. The shrubs <br /> have been browsed and grazed by livestock. The shrubs are planted in strips of black weed fabric. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> The Pond 016 slide area was observed,additional rock mulch is staged in several small piles on the east end of the <br /> slide area. Little to no vegetation has established on the steep portion of the slide area;however,the rock mulch <br /> appears to be functioning. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> The permit boundary markers were observed at various places throughout the site. The mine entrance signs were <br /> in place. <br /> TOPSOIL—Rule 4.06;Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> As part of the Phase II bond release,the Division evaluates/verifies that the required amount of topsoil has been <br /> replaced in the affected areas. Prior to the inspection,using ArcGIS;ArcMap 10,the Division generated 19 <br /> random topsoil sample points within the Phase H bond release area. As indicated these points were generated at <br /> random and each area had an equal chance of being sampled. At each topsoil sample point,the Division dug a test <br /> hole with a shovel. Topsoil material was excavated until a definable color/material change was observed or until <br /> the ground became impenetrable with the shovel. Once this point was reached,the depth of the soil was measured <br /> using a 25'tape measure. One sample point fell adjacent to the PM-4D drainage(Sample point#13). It did not <br /> appear that topsoil was ever removed from this point and thus it was not sampled. The table below lists each <br /> sample point and the depth of topsoil measured at each point. The depths observed ranged from 10 inches to 23.5 <br /> inches and averaged 15.47 inches or 1.29 feet.
