EXHIBIT C <br />Mining Plan <br />COTTON CREEK PIT <br />The mining operation will be limited in scope with an estimated 30 -year mine life. <br />Mining will proceed slowly, with very few acres being disturbed initially, <br />allowing the operator to test the market needs of his material without disturbing <br />more ground than necessary. <br />The proposed plan of operation of this site is as follows: <br />1. The native brush and grass will be removed from approximately 5 acres. <br />2. The topsoil will be stripped to a depth of 0.5 foot to 1 foot on the opened <br />ground and will be stockpiled within the site. <br />3. Gravel and sand will be excavated as per demand. The bottom of the pit will <br />remain above the ground water table, the exact elevation of which is unknown <br />by the operator at this time. <br />4. As the mining operation approaches the edge of the pit, the sides will be <br />excavated on a 3:1 slope (or flatter) so that the excavation will also produce <br />the final grade for reclamation for the pit. <br />5. As the mine enlarges, topsoil will be removed and stockpiled. At the point that <br />it is reasonable for the operator, he will begin replacement of the topsoil over <br />the area of the pit that is at final grade. <br />6. Once an area has been placed at final grade and topsoil replaced, it will be <br />reseeded as per the Natural Resource Conservation Service recommendations <br />(see attached letter). <br />7. When the mine has been completed, mining activity will cease and all <br />reseeding and topsoil replacement will be completed. <br />8. The mine will cease operation and will apply to the MLRB for closure. <br />A road will be built from County Road CC to the site.
