EXHIBIT B <br />Site Description <br />COTTON CREEK PIT <br />This site is within ground that is entirely owned by Gary Boyce, The area to the <br />east is farmed under a center pivot irrigation sprinkler as shown on the survey <br />plat. The area to the west is occupied by an irrigation reservoir. The reservoir <br />basically consists of a western dam/dike built on the existing topography that <br />slopes away from this proposed site. A very minimal dike has been built around <br />the eastern bank of the reservoir and is shown on the plat. A ditch feeds the <br />reservoir from the east, lying south of the proposed pit site. <br />Access to this site will be by virtue of an access easement from the landowner to <br />Skoglund Excavating that provides access to County Road CC. The easement <br />is shown on the plat and is part of the description shown in Exhibit A. It will be <br />built across rangeland and will not impact any farm ground. <br />The nearest home is more than 1 mile from the proposed site. Adjacent to the <br />site, to the north, there is some evidence of past historic use of the area for <br />obtaining fill material. Though it does not appear to have been extensively <br />utilized, it does show that the site is suitable for the material being sought. <br />The current plant life on the site consists primarily of grass, rabbit brush and <br />prickly pear cactus.
