Memorandum <br />To: Rob Zuber <br />From: Janet Binns <br />Date: 8/15/2013 <br />Re: Colowyo 2011 ARR <br />I have reviewed Section 3, Section 4, and Section 9 of Colowyo's 2011 Annual Reclamation Report received by <br />DMG on March 9, 2012. <br />Colowyo reports 22.7 acres of new disturbance in 2011, 243.4 acres were backfilled & graded in 2011, 179.0 <br />acres were topsoiled in 2011, and 301.0 acres were seeded with approved permanent seed mixes. <br />1. The 2011 ARR Reclamation map was not found in the copy of the report that I reviewed. Evaluation of <br />the 2011 Reclamation map on laserfiche found that many of the reclamation parcel polygons don't line <br />up. You had already discussed this concern with me and noted that CCC had already been notified that <br />there were problems with the annual map. <br />2. Figure 4 -1 has been submitted in extremely fine font size. Unfortunately, scanning into laserfiche <br />renders these tables illegible. Please request CCC to resubmit these figures in a legible font. <br />The operator included a table of all reclamation, year of reclamation, status of phased bond release per <br />parcel, along with notes specific to certain parcels. This type of a table is invaluable to tracking the <br />status of the reclamation parcels throughout a complex operation the size of the Colowyo mine. The <br />Division encourages the operator to continue to maintain this table in future years. Though this table is <br />not required by the Regulations, continued inclusion of this table, Exhibit 3 -2, Colowyo Reclamation <br />Table, in future ARRs will aid the Division's review of ARRs and future bond release applications. <br />Please assure that the table submitted is legible. The font on this table is extremely small and does not <br />scan into laserfiche without information being lost. <br />Weed Management: Colowyo did not provide documentation that weed management measures were conducted <br />in 2011. Inclusion of the areas sprayed on the Annual Reclamation map allows the operator and the Division to <br />track the effectiveness of the weed management efforts. <br />4. CCC needs to provide information pertaining to implementation of their approved weed control plan on <br />the Annual Reclamation Report maps, as well as a description of the weed control measures used and <br />the noxious weed species targeted for control. (Rule 2.04.13(l)(e), and Rule 2.04.13(2)). Please request <br />that the operator provide information showing where weed control efforts have been employed on a <br />yearly basis. This information should include what methods were used, what chemicals were applied, <br />which noxious species were targeted for control, and the location of the weed control efforts (parcel <br />
