PERMIT #: M- 2002 -020 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: July 24, 2013 <br />OBSERVATIONS <br />The 25th Avenue Site was inspected by Peter Hays with the Division of Reclamation, Mining and Safety <br />(Division) in response to a citizen complaint (CT -01) received on July 3, 2013 from Roxanne Prather on behalf <br />of her father William Rodman. The Division also received several phone calls from Jennifer Uhland, daughter <br />of Mr. Rodman regarding the complaint. <br />The Rodman property is located at 3613 F Street in Greeley Colorado. The property is located southwest of <br />the 25th Avenue Site operated by the City of Greeley. A copy of the citizen complaint email is attached. The <br />complaint states Mr. Rodman's wells have been experiencing problems as the gravel pit digs deeper. Mr. <br />Rodman has well rights for 49 gallons per minute (gpm), but is only able to pump 20 gpm. The well is for <br />household and irrigation use, but is unable to perform both tasks at the same time at the current rate. <br />The Division met with Mr. and Mrs. Rodman, Ms. Prather and Ms. Uhland on Mr. Rodman's property prior to <br />the inspection of the 25th Avenue Site. <br />Well History <br />Three groundwater wells are located on the Rodman property. The Division observed the pump house, <br />containing the original (abandoned) well and pumping equipment and the two additional wells during the <br />meeting. The front 1 acre field was being irrigated with well water during the inspection. Mr. Rodman stated <br />the Elm trees located northeast of the house are dying due to the drop in the water table. <br />The original well (permit #3597 -F) was installed in 1962 at a total depth of 18 feet and had a maximum <br />sustained pumping rate of 50gpm. The original well was replaced (deepened) in 1975 under well permit 3597 - <br />F-R. The replacement well was constructed to a depth of 33 feet and produced 50 gpm. <br />The original well location was abandoned and the well was plugging in 1993. A new well was constructed <br />under permit #3597 -F -R southwest of the original well location due to tree roots in the original well, low <br />production and bad taste. The well was constructed to a depth of 36 feet and produced 35 gpm. <br />In 2000, Aggregate Industries installed a new well (permit # 055880 -F) northwest of the original well location. <br />The well was constructed to a depth of 33 feet and produced 25 gpm. This well was the primary well used for <br />irrigation and domestic use by the Rodman's. The well was installed to mitigate the effects from the <br />dewatering and mining activities at the 83rd Joint Venture site located immediately west of the Rodman's <br />property. <br />GPS <br />The Rodman well locations and the southwest corner of the pit excavation were GPS surveyed with a Trimble <br />Juno 3B by the Division. A map showing the results of the GPS survey is attached. The survey indicated the <br />southwest corner of the pit was 875 feet from the original Rodman well (3597 -F), 902 feet from the relocated <br />replacement well (3597 -F -R) and 920 feet from the well installed by Aggregate Industries (055880 -F). <br />25th Avenue Site <br />The Division met with Mr. William Schenderlein with Blue Earth, representing the City of Greeley, to discuss <br />the citizen complaint. <br />Page 2 of 7 <br />
