The total recoverable iron (TR Fe) value was 1.84 mg /I. This sample was <br />collected for NPDES compliance. This outfall began discharging on that week, so we had to sample then. <br />The monthly average TR Fe limit in the NPDES permit is 1 mg /I as a monthly average. There is no daily max limit. <br />However, there was a 'temporary modification' of the TR Fe limit on Grassy Creek (to which 011 reports to) at the time <br />the CDPS permit was last amended (5/26/10). That 'temp. mod.' expired on 5/31/11, and the CDPS permit reflects that <br />expiration date in its effluent limits. That 'temp. mod.' was then extended to 12/13/13, and then later extended to <br />expire 12/31/14. The 'temp. mod. (type iii)' sets the iron standard at 'existing quality'. These most recent 'temp. mods' <br />are not in our current NPDES permit, as it is currently under administrative extension since 10/31/11. <br />The facility and outfall are being properly operated and maintained. This possible exceedance occurred as a result of <br />spring snowmelt and runoff. In addition, we did get about 2 inches (melted water equivalent) of late, heavy snow in April <br />prior to the sampling event. Therefore, we consider this to be an upset condition. <br />I left a phone message with Kelly Morgan with the WQCD about this on May 14'h at 2 PM MDT. I also followed up with <br />an email to her on that same date. PSCM considers these to be our CDPS permit required 24 hour notification. The <br />permit requires that we also submit within 5 days a written report.
