July 25,2013 C-1981-014/Southfield Mine JHB <br /> Energy Fuels has indicated that they plan to sample the vegetation on the reclaimed areas during the <br /> summer of 2013. Linda Saunders has requested copies of the raw sample data when Energy Fuels conducts <br /> sampling on the Vento Trust property. <br /> Overall the vegetation on the reclaimed portal area looked healthy. Neither Ms. Saunders nor Ms. Coulter wished <br /> to walk across the reclaimed portal area to observe the vegetation. <br /> The reclaimed water line area below reclaimed pond 3 has a thin cover of vegetation on it. This slope is <br /> rocky/gravelly and does not show evidence of erosion (Photo 1). <br /> SUBSIDENCE—Rule 4.20: <br /> Ms. Coulter and Ms. Saunders had requested to see the subsidence repairs that EFCI had conducted in the <br /> northeast 1/4 of Section 25 in 2012. On July 24,2013,the inspector had received an e-mailed permission from the <br /> landowner,Dr. Corley,to allow Vento Trust representatives access to the subsidence repairs. Recent precipitation <br /> events have resulted in germination of species in the seed mix as well as volunteer annual species. Noxious weeds <br /> were not observed in this area. Some of the repaired holes exhibited better emergence of perennial grasses and <br /> forbs than others. None of the repairs had settled to result in a dip. Chipped wood mulch appears to be aiding in <br /> the surface soil stability. The Division will continue to monitor this repaired area. <br /> The landowners were shown the collapsed area over a historic mining feature near the old scale house. The <br /> Division believes that this collapse is associated with the historic Black Hawk mine. The DRMS: Inactive Mine <br /> Reclamation program has already been notified of this feature and has been on the site to observe it. <br /> TOPSOIL—Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> Ms. Saunders was asking about topsoil on the site. The Division is aware of two remaining topsoil <br /> stockpiles. One very small pile is located on the south side of the permanent gravel parking area. The second <br /> topsoil pile is located at the northwest corner of the RDA, and is currently planned for use during Pond 4 <br /> reclamation.
