July 25,2013 C-1981-014/Southfield Mine JHB <br /> A new gate has been mounted at the gate location on Fremont County Road No. 92. The previous gate <br /> had been vandalized. EFCI has replaced the brass combination lock used by the Division. There are 6 locks on <br /> this gate. Two belong to EFCI,one belongs to the Vento Trust group. It is assumed that the remaining three locks <br /> belong to other landowners or other parties needing authorized access. <br /> Recent rains have caused a gully in the county road under the gate. Sediment has deposited on the county road <br /> south of the gate. This gully and sediment deposition is located north of the Southfield permit boundary. The <br /> sediment observed on the road originates outside of Southfield's permit. <br /> The access road from Southfield's permit boundary to the RDA access remains in good condition. Water bars cut <br /> into the road surface continue to direct runoff off of the road and into the ditches. The access road to the west side <br /> of the RDA remains in good condition. The access along the north side of the RDA remains functional and can be <br /> driven to the northwest side of the RDA. Since MW-10 is no longer monitored there is little call for this portion of <br /> road west of Pond 4. The Vento Trust group has requested that this road on the north side of the RDA remain as a <br /> permanent road. <br /> The southern end of the Monarch fan road was inspected. A landowner,Dr. Corley had sent an e-mail (on July 17, <br /> 2013)with images of the outfall area of the S 1 culvert and the attached"sock". Dr. Corley was concerned about <br /> additional sloughing of the south slope and a shrub that had washed down onto the outfall "sock". <br /> The shrub has been removed off of the outfall "sock". The rest of the "sock"was unimpeded and not pinched off. <br /> Close observation of the S1 outfall did not indicate any additional sloughing or the sides of the rip rapped gully in <br /> excess of the dead shrub. Rocks and roots that were identified in earlier photos still appear stable. The inspector <br /> investigated if additional runoff was bypassing the S1 culvert and draining into the rip rapped outfall gully. <br /> Although the majority of runoff down the Monarch fan road is directed into the west ditch, and subsequently into <br /> Culvert S 1,there is a small stretch of road immediately upslope from Culvert S 1 that appears to be bypassing the <br /> culvert(Photo 8). This runoff appears to be draining into the rip-rapped gully above Culvert S1 outfall. Grading <br /> this short section of roadway should maintain the proper drainage of runoff into Culvert S 1. Since the banks of the <br /> outfall gully appear constructed from un-cemented material,minimizing the runoff into the rip rapped gully should <br /> help minimize additional bank sloughing. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> EFCI last seeded the mine area in 2003. Augmented transplanting of trees and shrubs was conducted in <br /> 2004. EFCI anticipates conducting vegetation sampling for potential submittal for reclamation success <br /> determination in 2013. The Division proposed to approve TR39,that proposed to replace the Plot B reference area <br /> with a Pinyon-Juniper reference area the EFCI believes more closely represents the portal area prior to disturbance <br /> due to mining. One objection to the Division's proposed decision was received within the public notice period. <br /> The objector has requested a formal hearing regarding the decision.
