July 9,2013 C-1981-019/Colowyo Coal Mine RDZ <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10; Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water <br /> Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream <br /> Buffer Zones 4.05.18: <br /> Some observed ponds were not discharging: West Pit, Section 28,Prospect,Gulch A,Rail Loop,Work <br /> Area,PDI,PD2,EPI, and EP2. The following ponds were discharging: Streeter, Stoker Siding,West <br /> Taylor, and East Taylor. For all discharging ponds,no sign of pollutants was observed. No major <br /> problems were found with embankments or other structures. Some additional observations regarding the <br /> ponds: <br /> • The flume below Prospect Pond requires grass removal on either side. <br /> • Prospect Pond still requires some cleaning of sediment in the pond. <br /> • Rail Loop pond will be surveyed and the banks seeded in 2013 (per Kurt Blunt). <br /> The following observations were made regarding ditches: <br /> • Per Tony Tennyson,East Taylor Ditch has been repaired recently; during the inspection no <br /> problems were identified. <br /> • No problems in Taylor Tributary Ditch or Taylor Ditch were identified. <br /> • In the X-Pod area two constructed ditches,Tributary D and Tributary F,were inspected. There <br /> is no erosion in either channel. <br /> • Prospect Ditch was inspected and no erosion or other problems were identified. The section of <br /> Prospect Ditch that was repaired in 2012 (at the edge of the undisturbed area)was inspected, and <br /> it generally looked good. Some of the wattles require maintenance. <br /> • The ditch below the Gossard Pond outlet requires the removal of tumbleweeds. <br /> • No problems were observed with NTEP Ditch or East Pit Ditch. <br /> The springs above East Taylor Pond were observed. The one on the west side was flowing;no pollutants <br /> were detected. The spring on the east side was not flowing. <br /> The following observations were made regarding culverts: <br /> • Culvert K has been cleaned. <br /> • The 10-foot culvert where Taylor Creek flows under Haul Road A is clear on the upstream side. <br /> (It was not observed on the downstream side.) <br /> • The outlet of the Gossard Pond and the culvert below this(under the railroad tracks) <br /> require cleaning. <br /> • Culvert N is clean and no erosion was observed. The size of 48"diameter was confirmed with a <br /> tape measure. <br /> Most sumps along Taylor Creek are clear. Sump #5 requires cleaning; per Colowyo staff this is due to <br /> a recent storm, and maintenance will be performed soon. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The Colowyo Coal Mine was generally found to be in compliance with the mine plan. The area along <br /> the entrance road(Haul Road B)that was damaged by fire in June 2012 is recovering well. <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 0 <br /> Page 3 of 9 <br />
