approved a Phase II bond release (SL -03) on 592.7 acres of cropland on April 19, 2002. SL -03 <br />was a release of reclamation liability and no monies were returned to the operator. <br />A Phase III Bond Release (SL -04) covering 1857.7 acres of areas reclaimed to rangeland and <br />cropland was approved on November 18, 2003. The Division approved a Phase I bond release <br />(SL -05) for 823.9 acres on June 11, 2004. The Division approved a Phase II bond release (SL- <br />06) for 819.6 acres of area reclaimed to rangeland on September 6, 2005. On May 16, 2006, the <br />Division approved a Phase III bond release (SL -07) covering 185.5 acres of areas reclaimed to <br />cropland and 577.3 acres of areas reclaimed to rangeland. A Phase I bond release (SL -08) was <br />approved by the Division on November 21, 2008 covering 476.6 acres. The Division approved a <br />Phase II bond release (SL -09) covering 294.6 acres on December 2, 2008. A Phase III bond <br />release (SL -10) covering 305 acres was approved by the Division on November 17, 2008. <br />The Division approved a Phase I bond release (SL -11) covering 57.8 acres on January 7, 2011. <br />A Phase II bond release (SL -12) was approved by the Division covering 165.5 acres on March <br />27, 2012. Also, a Phase III bond release (SL -13) was approved by the Division covering 323.5 <br />acres on March 27, 2012. <br />Adjustment of Acreage Discrepancy <br />A 2008 Division review of the actual disturbed area acreage value reported by Trapper Mining <br />Inc. in its 2007 Annual Reclamation Report (TR -101) found a discrepancy with the approved <br />disturbed area acreage value maintained by the Division in its permit system database. It was <br />determined that this discrepancy stemmed from the RN- 03 /PR -04 Division coding form not <br />reflecting the proposed disturbed area acreage of 1,025 acres. The Division corrected this <br />discrepancy by entering the approved 1,025 disturbed area acreage figure into the Division's <br />permit system database. The approved disturbed area acreage for the Trapper Mine of 2,601.71 <br />acres (as shown on the 4/24/2008 proposed decision form for TR -102) was increased by 1,025 <br />acres to 3,626.71 acres in conjunction with the July 25, 2008 approval of Permit Renewal RN- <br />05. The approved disturbed area acreage was increased to 3663.01 acres with the July 29, 2008 <br />approval of TR103, and then reduced to 3358.01 with the November 11, 2008 approval of Bond <br />Release SL -10. <br />During the review of the 2011 Annual Reclamation Report, the Division observed a discrepancy <br />in the acreages Trapper reported having obtained Phase I, II and III bond release. The reported <br />acreages differed from the Divisions records. It was found that a typo in the SL -6 bond release <br />findings document lead to a .5 acre discrepancy in the acreage approved for Phase II bond <br />release. The Division updated its records to account for this mistake. In addition, during SL -10 <br />5.2 acres of parcel A -B -98 obtained Phase III bond release, but had not been previously counted <br />for Phase II bond release. Given the 5.2 acres was approved for Phase III bond release, Trapper <br />and Division agreed it was appropriate to add this acreage to the Phase II bond release area total. <br />Also, over the years Trapper has re- disturbed acreages approved for bond release. These areas <br />have been depicted on the annual reclamation report maps submitted as a Technical Revision <br />each year but acreage changes have not been concisely tracked by Trapper or the Division. <br />Given this, a new section was added to Trapper's annual reclamation report that accounts for the <br />acreages that have been re- disturbed by the end of the 2011 reporting year.
