Ron Thompson was <br /> present,representing New Elk Coal Company. The weather was warm and clear on both days. The <br /> ground was very dry. (Fire conditions in the area were a great concern, and the East Peak fire was <br /> burning near Walsenburg approximately 30 miles to the north.) <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Placement; Drainage Control; Surface Stabilization: <br /> Fills 7, 8, and 9 were inspected. All three fills appeared stable;no gullies were seen and down drains <br /> were in good condition. Rills on Fill 8 have been repaired, and no new ones were seen during the <br /> inspection. A gully on Fill 9 has been repaired. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water <br /> Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream <br /> Buffer Zones 4.05.18: <br /> The following ponds were inspected: 6, 7, 8, 9A, and 9B. All of the ponds were dry at the time of the <br /> inspection. At all ponds,the embankments and spillways were found to be in good condition. Other <br /> observations concerning the ponds: <br /> • Above Pond 8, a smaller pond was holding water but not discharging. Per Mr. Thompson,this is <br /> affiliated with a gas well. <br /> • Pond 913 requires cleaning around the riser pipe (as noted in previous inspections). <br /> The following culverts were inspected in chronological order(numbers per proposed map): C3, C2,C19, <br /> C4, and the culverts along the road to Pond 8. Most of the culverts meet the PAP specifications and are <br /> functional,requiring no immediate maintenance. Culvert 9 still needs to be flushed out. <br /> The following ditches were inspected(in chronological order): D3,the ditch above Pond 913,D19,D20, <br /> D18, and the ditch that flows into the western down drain of Fill 7.
