Ron <br /> Thompson was present,representing New Elk Coal Company(NECC). The inspection on June 27th <br /> entailed the Jansen Loadout only. The weather was warm and clear on both days. The ground was very <br /> dry. (Fire conditions in the area were a great concern,and the East Peak fire was burning near <br /> Walsenburg approximately 30 miles to the north.) <br /> Activities on site included the loading of trucks at the clean coal storage area. Mr.Thompson indicated <br /> that most of the remaining coal at the mine site will be moved to the Jansen Loadout by early July. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> At the Jansen Loadout,a water truck was seen spraying the coal stockpile. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water <br /> Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream <br /> Buffer Zones 4.05.18: <br /> The following ponds were inspected: 001A, 004A, 006A, 007A, and 008A. None of the ponds were <br /> discharging at the time of the inspection. At all ponds,the embankments and spillways were found to be <br /> in good condition. Other observations concerning the ponds: <br /> • In Pond 007A the water is above the weep holes on the riser pipe of the primary spillway,but <br /> there is no discharge because the valve is shut. Sediment is accumulating in Pond 007A;Mr. <br /> Thompson indicated that this pond gets cleaned every two years(approximately). <br /> • North of Pond 006A there are many willows on the side of the pond;however,this is not <br /> problematic as there is not an embankment on this side.
