6.4.5: Exhibit E — Reclamation Plan: <br />June 26, 2013 <br />1) The proposed Reclamation for the site is to change from the previously <br />approved clay lined water storage to a backfilled pit to two feet above the <br />historical ground water level. The operator proposes to accomplish this task by <br />importing inert fill as part of the backfill. Please describe how the Reclamation <br />Plan will be implemented to meet each application of requirements of Section <br />3.1.5. (1) (3) and (4). <br />RESPONSE <br />(a) Grading will be performed day to day with equipment and material <br />so as to create a final topography that is, essentially, a level grade of two <br />feet above the historical water table. Certain materials that are not suitable <br />for structural grading (such as loose top soil) or not suitable for placement <br />below the water table (such as asphalt or uncured concrete) will be <br />stockpiled and utilized during later stages of reclamation. Grading <br />techniques will be utilized to avoid ponding and ensure a free - flowing <br />discharge of storm water. <br />(b) All grading will be done in a manner to control erosion and <br />siltation of the affected lands, to protect areas outside the affected land <br />from slides and other damage. We are currently completing repairs to the <br />slurry wall and will otherwise conduct all grading operations in order to <br />fortify and preserve the surrounding lands. <br />(c) All backfilling and grading will be completed as soon as feasible <br />upon the availability of suitable materials. Permittee anticipates the <br />backfill and grading operation to take 5- 7 years. The completion will be <br />dependent upon the availability of material and the construction market. <br />2) In accordance with Rule 6.4.5 (2)(f), please provide a brief description of (i) <br />Final Grading - specify maximum anticipated slope gradient;(ii) Seeding ;(iii) <br />Fertilization -if applicable; and (v) Topsoiling <br />RESPONSE <br />(i) Final grading — See Exhibit F, Closure Plan / Final Topography Map <br />(attached) <br />(ii) Seeding — Planting of a Barley seed mixture will occur in the spring <br />(before July 1) and fall (after Sept 1) months before the winter freeze. The <br />planting will occur as soon as practicable under the reclamation plan. <br />(iii) Fertilization — The soil will be tested prior to reclamation for <br />recommended fertilization specifications and application. <br />(v) Top soiling — approximately six (6) inches of top soil will be applied. <br />
