MINING PLAN <br />1. General Mininy- Plan <br />EXHIBIT D <br />The original application, and this amendment, proposes surface mining of sand and gravel, the <br />production of construction materials, and processing of recycled asphalt and concrete at a site <br />located approximately 2 miles east of Hayden and approximately 20 miles west of Steamboat <br />Springs. The site is south of Highway 40 and east of County Road 51 A. This amendment <br />proposes to extend the existing disturbed area of 34.71 acres by additional 43.14 acres (the <br />expansion area) for a total area of 77.85 acres. The mine life, with this expansion, will be 10 <br />years.. The purpose of the mining activity is to provide aggregate and related products, including <br />pit run, base course (road base), and overburden for structural fill and road projects. <br />Based on the exploration conducted, the average depth of overburden is 15 feet with a range <br />from 11 to 20 feet, and the average thickness of aggregate material is 23 feet with a range from <br />17 to 26 feet. Shale is encountered at an average depth of 35 feet. The top 12" of overburden is <br />assumed to be topsoil, similar to the thickness determined in the original 112 permit approved in <br />September, 2000. The overburden and topsoil will be removed and used in reclamation. Some <br />topsoil will be stockpiled. <br />The amended permit boundary will encompass approximately 94.95 acres with approximately <br />77.85 acres being disturbed. See Exhibit C, Mining Plan Map, and the Geotechnical Stability <br />Exhibit for information on the setbacks and their locations. Items owned by the Applicant, or <br />landowner that is being leased from, located within the proposed permit boundary, such as roads <br />and fences, may be removed during the mining process. <br />The permit area will be staked prior to any additional site disturbance. Map C -2 shows the <br />configuration of the fully mined out pit as well as the location of the processing plants, stockpiles <br />and scale area. Processing of the gravel will be conducted within the mining area as shown on <br />Map C -2. The gravel will be excavated and hauled to the crusher with a loader or truck. Mining <br />of the expansion will progress north to south through the expansion area. The Phase 1 and 2 <br />separation on Map C -2 shows the area that will be the location of processing activity (Phase 1) <br />versus the remaining excavation area (Phase 2). <br />Hayden Gravel Pit, May 2013 D -1 <br />
