Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Dick Wolfe, P.E. <br />Director /State Engineer <br />We have reviewed your April 22, 2013 letter requesting renewal of the substitute water supply <br />plan for the Lamar East Pit, presently undergoing a property transfer from Valco, Inc. ( "Valco ") to the City <br />of Lamar ( "Lamar"). The required $257 fee has been paid (receipt no. 3659664). This approval will only <br />cover the remainder of the previously approved SWSP period (which was June 1, 2011 through May 31, <br />2013) i.e., April 1, 2013 through May 31, 2013. <br />Valco and Lamar entered into an agreement on May 24, 2011, for the transfer of the Lamar East <br />Gravel Pit property to Lamar. A condition of the agreements is that a joint supply plan be submitted by <br />Valco and Lamar. The property transfer is scheduled for April 30, 2013. <br />Plan of Operation <br />Valco has stopped gravel mining operations at the Lamar East Pit, and the property is in the <br />reclamation process. The Lamar East Pit is within 100 feet of the Arkansas River. Therefore, you state that depletions <br />to the river system are considered instantaneous and will occur within the same month as the <br />accounting.
