Bowie is proposing to supplement and in <br />some places replace topsoil on Gob Piles #11#21#4. <br />DRMS: See Item 4 <br />3. DRMS: The first sentence of item (3) on revised Page 2.04 -101 should specify that <br />coverfill material will be used to supplement the topsoil to be replaced on the gob pile <br />#2/4 area where the topsoil deficiency exists. The submitted revised page broadly states <br />that substitute material will be utilized on coal mine waste piles and this material may not <br />be the most suitable for all areas where coal waste is stored depending on the topsoil that <br />is available in those areas. Please further revise Item 3 on page 2.04 -101 to specify that <br />coverfill materials will only be used for a topsoil supplement on Gob Piles #2 and #4 where <br />deficiencies are identified. <br />BRL: Please see response to Item number 4. Page 2.04 -101 was revised to specifically <br />state that "coverfill material" will be used to supplement (not replace) the topsoil on Gob <br />Piles #2 and #4. <br />DRMS: See Item 4 <br />4. DRMS: Please revise the third paragraph of item (5) on revised page 2.05 -50 to specifically <br />state that "coverfill material" will be used to supplement (not replace) the topsoil on Gob <br />Piles #2 and #4. <br />BRL: Page 2.05 -50 was revised to state 'Coverfill Material is planned to be used as a <br />supplement and /or replacement to topsoil..." <br />Bowie is proposing to supplement, and in some cases replace the topsoil with coverfill in <br />the gob pile area. Specifically, the first bench of gob pile #2 and gob pile #1 will not <br />receive a layer of topsoil. The first bench of gob pile #2 and gob pile #1 have four feet of <br />cover, and good vegetative cover. In order to place topsoil on the first bench of gob pile <br />#2, or gob pile #1, existing vegetation would have to be removed, the ground scarified, <br />topsoil placed, and then it would be seeded. It is counterproductive to disturb vegetation <br />when testing indicates the coverfill material is equal to the topsoil according to criteria in <br />the 1998 "Native Plant Revegetation Guide for Colorado ". <br />Table 2, form the "Native Plan Revegetation Guide for Colorado'; provides the criteria to <br />be used to establish suitability of topsoil. Based on 2003 soils testing and the six samples <br />tested from the coverfill stockpile, comparing the pH, EC, Texture, and SAR, the coverfill <br />is suitable for topsoil. <br />As shown in the table, both the Topsoil and the Coverfill material fall in the "Good" <br />
