May 16, 2013 C- 1981 - 010 /Trapper Mine JLE <br />TOPSOIL — Rule 4.06; Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsoil was being stripped on the south side of L pit on a very small parcel. This material was stripped with a <br />scrapper and transported to a topsoil stockpile. <br />Many topsoil stockpiles were observed throughout the site. These piles were vegetated and stable. Topsoil <br />stockpile boundary markers were in place around these piles. <br />The Division walked eight transects in the backfilled, graded and topsoiled parcels reported to have been <br />completed in 2012 in the latest annual reclamation report (TRI 11). Along each transect the Division collected <br />GPS data points that measures elevation and location data for each point. This information was then used to create <br />cross - sections of the backfilled and graded hill slope. Along each transect the Division dug several holes to check <br />the depth of the replaced topsoil. According to section 4.9.3 of the approved permit the replacement depth <br />required for these parcels is 12 +/- 2 inches. See the table below for the results. Only one collection point along <br />transect #3 yielded a topsoil depth below the required amount.
