May 16, 2013 C- 1981 - 010 /Trapper Mine JLE
elevation was found to be consistently higher than the topography depicted on the Post Mine Topography Map and
the 2012 ARR Map. However, these differences are minimal and the general grade and slope of this portion of the
parcel approximates the approved post mine topography. This parcel blends in with the surrounding reclaimed
area.
Transect 6 was located across part of parcel F -A -12 where the former Flintlock Pit was located. There was an
error and when collecting Point F along this transect and no elevation data was recorded at this point. The 2012
ARR Map and the Post Mine Topography map elevation cross - sections are almost identical with only minimal
differences. The measured elevation cross - section line was consistently lower than the cross- section line created
from the approved Post Mine Topography Map and the 2012 ARR Map. The differences in elevations measured
compared to the elevations interpolated from the maps was the greatest in this transect. This is likely due to error
from the GPS unit. The general grade and slope of this portion of the parcel approximates the approved post mine
topography. This parcel blends in with the surrounding reclaimed areas.
Transect 7 was located across a portion of parcels Z -A -12 in the former Flintlock East (Z) pit area. The measured
elevation cross - section is consistently higher than the elevation cross section lines derived from the approved Post
Mine Topography Map and the 2012 ARR Map. However the general grade and slope of the lines of these cross -
sections are very similar. This parcel blends in with the reclaimed area.
Transect 8 was located across a portion of parcels Z -A -12 in the former Flintlock East (Z) pit area. The
differences in the elevation cross - sections is very minimal. The general grade and slope of this portion of the
parcel approximates the approved post mine topography. This parcel blends in with the surrounding reclaimed
area.
EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09; Placement; Drainage Control; Surface Stabilization:
Coal fly ash continues to be backfilled in the Ash Pit in accordance with the approved plan.
EXPLOSIVES — Rule 4.08
Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4:
The blasting crew was drilling a shot in the active mine area. The blast warning signs were in place.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;
Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
Impoundment H was holding water but was not discharging. This embankment appeared stable and vegetated and
the primary spillway was clear and functional.
Johnson l OR pond was holding water and discharging. The primary and emergency spillway was clear and
functional. The embankment was stable and vegetated.
Number of Partial Inspection this Fiscal Year: 8
Number of Complete Inspections this Fiscal Year: 4
Page 4 of 11
