RD 21 <br />Loretta E Rneda <br />Director <br />Haxtun, CO 80731 <br />Re: Conversion to a 112 Application, Holyoke Gun Club Pit, Permit No. <br />M- 1977 -075, Adequacy Comments <br />Dear Mr. Schafer: <br />The Division of Reclamation Mining and Safety has completed its preliminary adequacy <br />review of your 112 conversion application. The application was received on April 10, 2013 <br />and was called complete on April 15, 2013. The decision date for this application is July 15, <br />2013. Please be advised that if you are unable to satisfactorily address any concerns <br />identified in this review before the decision date, it will be your responsibility to <br />request an extension of the review period. If there are outstanding issues that have <br />not been adequately addressed prior to the end of the review period, and no <br />extension has been requested, the Division will deny this application. <br />The review consisted of comparing the application content with specific requirements of <br />Rule 1.6.1, 6.2 and of 6.4 of the Minerals Rules and Regulations of the Colorado Mined Land <br />Reclamation Board for the Extraction of Construction Materials. In general the application <br />was substantially adequate. Inadequacies are identified under the respective exhibit <br />heading along with suggested corrective actions to correct them. <br />6.4.4 Exhibit D - Mining Plan <br />Under the exhibit (b) the operator states, "The site will be mined to approximately 25 feet <br />deep, the pit will have the topsoil stripped and stockpiled for re- application during <br />reclamation. Any disturbed banks will be stripped and stockpiled for later use in <br />reclamation ". Please explain which banks are expected to be affected. The operator has <br />committed to a 25 foot buffer around the expanded acres to allow for inspection and <br />maintenance around the south tracks. The buffer also protects the Frenchman's Creek <br />embankments.
