The cover comparison value for the mesic drainage and improved pasture - subirrigated <br />types will be determined from undisturbed areas of the two types within the permit area. This value <br />will be a weighted mean of the herbaceous cover for the two undisturbed vegetation types. The <br />weighted mean calculation procedure is as described above in the cover standard for reclaimed <br />uplands.
