• <br />Reseeding of Previously Seeded Areas. All seeded areas will be periodically monitored for success of <br />perennial vegetation establishment. Soil Conservation Service (SCS) technical guides recommend that <br />a minimum of two years should be allowed before declaring a stand a failure. The heavy annual weed <br />growth during the first, and sometimes second year, make it somewhat difficult to determine the level <br />of vegetation success (i.e., adequate establishment of perennial vegetation). At any rate, reclamation <br />experience at the nearby Seneca II Mine shows that an initial heavy weed growth indicates good site <br />characteristics and adequate moisture for establishment and development of the perennial vegetation. <br />This heavy weed growth also reflects early successional processes. Monitoring at the Seneca II Mine <br />shows adequate perennial vegetation cover is often well established by the second or third growing <br />season, indicating that the perennial species were present prior to that point though not obvious. If <br />reclaimed areas have a low vegetative cover, including annuals, after the first growing season, the area <br />will be evaluated for perennial species density. If the density of perennial species (excluding noxious <br />or problem weeds) is less than one per square foot in a seeded area, the subject area will be reseeded <br />using the appropriate permanent seed mix. Concentrated shrub seeding or planting areas will be <br />exempted from this evaluation since the intent is to keep herbaceous competition at a minimum. <br />• Weed and Pest Control <br />Weed and vegetation surveys conducted on the Yoast and other SCC properties have revealed many <br />weed species. The management of these species will vary according to level of infestation and <br />sensitivity of surrounding vegetation. SCC uses an integrated approach to weed control on property <br />owned in Routt County, Colorado. Management includes prevention, chemical, mechanical and <br />biological controls. Pursuant to the Colorado 1996 Noxious Weed Law and additional 2003 <br />regulations, (35- 5.5401 through 119), SCC has prepared the following weed management plan.
