This reference area will be fenced to control grazing and facilitate sampling. <br />SCC will submit a technical revision application with reference area sampling data, summary <br />report, and additional information as necessary to demonstrate compliance with applicable <br />requirements of 4.15.7(30 BY June 29, 2008. <br />Postmining Land Use Management. Management of reclaimed land will be similar to the <br />management of the area prior to mining. Proper management of reclaimed lands will be <br />stressed during the liability period. Livestock grazing will begin in late May or early June <br />with areas being grazed into late September or early October. Grazing will not be continuous <br />throughout the growing season in every year. Where grazing occurs on reclaimed and <br />adjacent lands under control during the liability period; areas to be grazed, proper stocking <br />rates, and grazing periods will be specified to the grazing lessee. This information will be <br />based on vegetation production data from monitoring studies, size of pasture units, and <br />management needs such as rest or grazing deferments. Any interim fencing will be <br />established towards the need for special management or consideration of the ongoing mining <br />operation. The permit area will be fenced to exclude livestock and access to non -mine <br />personnel. /however, upon completion of operations and reclamation activities, permanent <br />fencing will be emplaced as soon as possible. The final fencing patterns will approximate <br />premising patterns or current property owner boundaries at the time in order to restore the <br />premining pasture units. Stock ponds removed by mining will be replaced in the postmining <br />landscape either as close to the original location as practicable or in locations to improve <br />management. Additional stock ponds may be constructed in drainages to stabilize the <br />landscape and provide additional water. These tanks will be designed and permitted as <br />needed (see Exhibit 20 -2, Postmining Topography for locations).
