Response to DRMS Adequacy Re-,riew (2) —Cotter SM -18 Mine Reclamation Plan Amendment <br />Cotter Corporation (N_S.L.) ( "Cotter ") submits this response to the March 11, 2013, letter from <br />Travis Marshall, Division of Reclamation, Mining and Safety ('DRMS") to Glen Williams, <br />Cotter. The DRMS's comments are in italics and Cotter's responses are in bold. <br />1. The revised application form submitted in Attachment I must be signed and notarized. <br />Please submit a signed and notarized application form. <br />A signed and notarized copy of the revised application form is included as <br />Attachment 1. <br />Exhibit C <br />2. The response submitted for Item 9 of the preliminary adequacy review states that Figure <br />C2 has the proposed roads added. According to the Figure C2 legend the only added <br />feature is the vent hole located approximately 450' west of the leases eastern boundary. <br />Please clarify % verify if this is the only intended proposed area on Figure C2. Also <br />Figure C2 must be signed and dated by the qualified map maker. <br />The vent hole access road running north to southeast of the southern permit <br />boundary has been incorporated into the permitted affected area and is <br />shown in orange on Figure C2. The vent hole access road running east west <br />to east of the northern permit boundary has also been incorporated into the <br />permitted affected area and is shown in orange on Figure C2. A signed, <br />dated, and stamped copy of Figure C2 is provided as Attachment 2. <br />3. The revised Figure C4 that shows a proposed pennit boundary of 1.38 acres within the <br />current permit boundary of 9.74 acres near the SMPA Transfonner. This is not <br />acceptable. Also the revised figure is not signed by the qualified map maker. Please re- <br />submit a revised Figure C4 that is signed and accurately portrays the permit area. <br />A revised copy of Figure C4 is included as Attachment 3. <br />Exhibit D <br />4. Please disclose the source of the twelve inches of compacted clay proposed in the <br />construction of the ore storage pad. <br />The material for the clay liner will be obtained from a permitted source. The <br />exact location of the material will be determined prior to construction. <br />Cotter will inform DRMS of the exact source for the clay material before <br />construction of the liner begins. <br />
