Notice of Temporary Cessation
(Initial Period)
Vollmer Pit
Schmidt Construction Company
M- 1983 -035
Following is the Notice of Temporary Cessation for the Vollmer Pit, located in El Paso County and
permitted by Schmidt Construction Company.
1. Date of Cessation: Upon approval of this notice.
2. Reason: Due, in part, to the slump in the economy there is little demand for the kinds of
products this pit produces. At this time, there is little need for this pit. However,
Schmidt Construction Company desires to retain the permit in the event demand and
need increases in the future as the economy recovers and nearby construction
resumes.
3. Plan for Resumption: Resumption of mining would occur when there is a need for the
products produced by this pit. When that would occur is unknown.
4. Temporary Reclamation: The site is currently in good condition, as reflected in the report for the
April 4, 2013 inspection. The site is essentially a closed basin. Much
(23.3 acres) of the portion that has been mined is vegetated with both
planted and invading species. The remaining land (12.2 acres) is either
unvegetated or sparsely vegetated, but all of that drains into the basin
bounded by high, fully vegetated berms. The access road is paved.
There is about 2,500 cubic yards crushed asphalt stored in the
northwestern part of the site. Finally, there is one small (about 10'x20')
cinder block scale house and some facilities for installing a scale, but
no scale. These will remain until final reclamation. Thus, the condition
of the site does not require additional work in preparation for
cessation. Removal of the remaining crushed asphalt will be taken
under consideration as removal of that would improve the
reclaimability of the floor of the pit. It is important to note that El Paso
County has a plan to extend Research Parkway, which currently ends
about a mile west of this site, through the pit. However, at this time a
lack of need and money has delayed this project which will
undoubtedly occur at some time in the future. In that case, the highway
will take over a portion of the pit and the rest would be reclaimed.
Also, various parties have expressed an interest in purchasing the site
for development, but once again, the economy is the factor in making
that pointless at this time.
Vollmer Pit M- 1983 -035 2013 Temporary Cessation Notice Page 1 of 2
