Section - 2.05.4 <br />Reclamation Schedule -The timing of the Hubbard Creek Fansite reclamation will coincide with <br />the schedule described above for the Upper Hubbard Creek facilities azea. <br />Reclamation Costs - A summary of estimated costs for complete reclamation of the Hubbazd Creek <br />Fansite azea is provided in Exhibit 2.03-E3, Insurance and Bonding Information. <br />Coal Mine Refuse Piles -The three coal refuse disposal facilities; the East Yazd Refuse Facility, <br />located neaz the backfilled Somerset Mine C-Seam portal; the West Valley Coal Refuse Facility, <br />located in the first drainage west of Elk Creek; and the II West Coal Refuse Facility, located in the <br />second significant ephemeral drainage west of Elk Creek; have been designed and constructed as <br />permanent structures. As an integral part of pile construction, completed pile areas aze continuously <br />or periodically reclaimed. Reclamation involves grading bench outslopes to the design configuration <br />(< 2H:1V), grading bench surfaces to promote effective drainage, placing a minimum of 4 feet of <br />suitable cover material, and seeding and mulching the reclaimed benches and outslopes to protect and <br />stabilize the cover material. Because the refuse piles are designed as permanent stmccures, all <br />associated drainage and sediment control strictures (except the sedimentation ponds associated with <br />the West Valley and II West Coal Refuse Facilities), including undisturbed drainage diversion ditches, <br />disturbed drainage collection ditches, and rock under-drains will be retained. <br />Roads and Powerlines -With the exception of the following roads or road segments that will be <br />retained to provide long-term access in conjunction with the postmining land use, existing and <br />proposed mine roads will be removed and the associated disturbance azeas reclaimed during final <br />grading operations: <br />• Affected segments of Bear Creek, Lower Hubbard Creek, and Upper Hubbard Creek <br />roads <br />• Somerset Cemetery Road <br />• Sanborn Creek Road <br />• Elk Creek Road <br />In addition to the identified major roads, there is a network of exploration, powexlitie <br />constmction/access, and degassification well access roads within the OMI permit area. Many of <br />these roads aze pre-law roads constructed prior to 1976 and a number of the roads are utilized to <br />access existing public facilities (powerlines and waterlines) and adjacent private and public lands. <br />Prior to final site redamadon, OMI will delineate and identify all existing roads and will attempt to <br />identify any ongoing use and access requirements associated with individual roads or road segments. <br />Any roads that were constructed subsequent to August 1977 that are no longer required for <br />continued access will be reclaimed by blocking access with berms, rocks, or by other means, <br />establishing passive drainage controls (water bazs and/or ditches), and ripping and seeding road <br />surfaces. Any pre-law roads or roads required for ongoing access will be retained. For any roads <br />retained on OMI lands to provide access to adjacent public lands, OMI will work with the land <br />management agencies (BLM and USFS) to develop and execute any necessary easement agreements <br />that maybe required for long-term access and maintenance. <br />TR-49 2.05-65a Revised Febmary 2005 <br />
