Section - 2.05.4
Reclamation Schedule -The following summarizes the timing of the future final reclamation
activities for the Elk Creek Mine azea, beginning with the decision to abandon the site:
Yeaz 1 - The mine portals and shafts will be sealed aad backfilled. Associated structures,
facilities, and equipment, including foundations, will be dismantled, demolished, and
either removed from the site or buried on site. All or portions of the Elk Creek
culvert may be removed, as appropriate and the associated stream channel segments
reestablished.
Yeaz 2 - Disturbance azeas will be regraded to the design final configuration, available soil
materials will be replaced, and the reclaimed azeas will be seeded and mulched.
Reclamation Costs - A summary of the costs for reclaiming the Elk Creek Mine facilities area is
provided in Exhibit 2.03-E3, Insurance and Bonding Information.
Hubbard Creek Fansite -The Hubbard Creek Fansite will include the ventilation shaft, associated
ventilation installations, electrical substation, and associated road, Sedimentation Pond F, soil
stockpile, and minor ancillary facilities. Reclamation plans for the Hubbazd Creek Fansite will be in
conjunction with the Upper Hubbard Creek Area at such time that the Upper Hubbazd Creek
facilities are no longer to support ongoing or future mining operations.
Demolition and Final Grading -Permanent shaft seals will be constructed/installed on the
Hubbard Creek ventilation shafts in accordance with applicable provisions of Rule 4.07. The same
options exist for shaft sealing as previously described for the Sanborn Creek Mine area. The
preferred shaft sealing method for.this area will be determined through discussions with the DMG
prior to final reclamation and implementedto assure effective shaft closure. All equipment, buildings
and above ground structures will be dismantled and removed from the site. All concrete foundations
will be demolished to at least two feet below surface and the resulting concrete rubble will be used as
backfill or buried in place.
All collection/diversion channels, culverts and the sediment pond shall remain as permanent
diversions except for collection ditch HCD-4, which will be removed during re-grading. Final
backfilling and grading will be completed to create a stable final topography appropriate to the
postmining land use. The final topographic configuration of the Hubbazd Creek Fansite area is
shown by the Facilities Postmining Topography Map, (Maps 2.05-M6), and the Postmining Cross-
Sections, (Map 2.05-ES-M2). Redamadon of the Hubbard Creek Fansite area will require
approximately 6,700 cy of fill. Tha[ will come from onsite bench material. No additional material will
be required to be brought onsite.
Soil Replacement -Approximately 4,330 cubic yazds of topsoil was salvaged from the Hubbard
Creek Fansite disturbed area and stockpiled on site for use in reclaiming this azea. Following final
reclamation grading, approximately 1 foot of topsoil will be placed on disturbed azeas.
Revegetation - In accordance with an agreement with the DMG, a vegetation study was conducted
for the Beaz Creek and Hubbazd Creek disturbance areas and adjacent undisturbed azeas during the
summer of 1981. The results of this study are summarized in Exhibit 2.04-E6, Vegetation
Information, and graphically illustrated on Map 2.04M8, Regional Vegetation. A revegetation plan,
based on the study results, is included in the vegetation study report in Exhibit 2.05-E6. Disturbed
and reclaimed areas will be prepared and reseeded consistent with the approved revegetation plan. A
fence at the public lands boundary was removed during site development. Anew fence or other
barrier will be constructed at the time of final reclamation to limit vehiculaz access to, the re-
estabti'sAea'roaakvay ana' prorecr revegerared areas..
TR-49 2.05-65 Revised February 2005
