Slime ~ 2.05.4 <br />neaz-surface materiak during construction of the Lower Hubbard Creek ponal bench. The surficial <br />• materials exposed following regrading operations included mixed soils and weathered surficial and <br />near-surface materials. These materials were determined to be suitable as revegetatton growth <br />medium and Gave been effective to date in supporting effective vegetative reestablishment. <br />Revegetation - In accordance with an agreement with the DMG, a vegetation study was conducted <br />for the Bear Creek and Hubbard Creek disturbance areas and adjacent undisturbed areas during the <br />sununer of 1981. The results of this study are snmm~ri~rd in Exhibit 2.04-E6, Vegetation <br />Information, and graphically illustrated on Map 2.04-M8, Regional Vegetation. A revegetation plan, <br />based on the study results, is included in the vegetation study report in Exhibit 2.05-E6. Disturbed <br />and reclaimed areas were prepared and reseeded in 1995-1996 consistent with the approved <br />revegetation plan. <br />Reclaration Schedule -The following sununarizxs the timing of reclamation activities that have or <br />will occur for the Lower Hubbard Creek facilities area. <br />1994 -The above ground facilities, including the concrete foundations, were demolished <br />and resulting demolition debris either removed from the site for disposal or buried in the <br />fill. Excavated material was placed against the limited steep slope areas. <br />1995-1996 -Final grading was completed and the area was prepared for seeding, <br />fertilized, and seeded in accordance with the revegetation plan outlined in Exhibit 2.04- <br />E6, Vegetation Information. <br />Recluna[ion Costs - A summary of estimated cosu for complete reclamation of the Lower Hubbard <br />Creek facilities area is provided in Exhibit 2.03-E3, Insurance and Bonding Information. <br />• Uuoer Hubbard Creek Atea (Somerset Mined -The actual constructed Upper Hubbard Creek <br />facilities included the facihties pad, substation, powerline, sedimentation pond, and ground water <br />monitoring well H 10. A ventilation installation (shaft and fan installation) is approved for this site <br />but was never constructed. The Upper Hubbard Creek facilities area may be utilized in the futtrte in <br />conjunction with mining in the Elk Creek Mme but there are no current plans for further <br />development, constmcrion, or use for this site. The area has been stabilized but not fully reclaimed <br />and does not represent an environrrtental hazard. <br />Demolition and Final Grading -The limited above-ground structures were dismantled and removed, <br />leaving only the substation foundation pad, powerline, and ground water monitoring well H-10. The <br />disturbed area is stable in its present configuration and surface materiak have been stabilized to <br />min;m;~r erosion by planting a temporary vegetative cover. In order to protect the site and minimi~a <br />sedimentation until final reclamation is completed, drainage and sediment control is provided by a <br />small sedimentation pond for the pad area, diversion ditches that intercept runoff and direct it around <br />the disturbed area, and a small area exemption and silt fence for the pad outslope and soil stockpile. <br />At such time as this area is no longer needed to support ongoing or future mining operations, the site <br />will be reclaimed to provide a trailhead area for the U.S. Forest Service. The portion of the pad <br />located on OMI propertywill be reconfigured as part of the Hubbard Creek road to provide access to <br />the remainder of the pad area, which u on public land. The disturbed area will be graded to the final <br />configuration shown on by the Hubbanf Creek reclamation plan drawings in Exhibit 2.05-E5, <br />Reclamation Details. The graded cut and fill material will be compacted as necessary by grading <br />equipment to establish stable final slopes. The portion of the pad that u on pubhc land will be <br />retained to provide a parking and [railhead area for access to surrounding pubhc lands. A leuer from <br />• the U.S. Forest Service requesting and approving this postmining use is included in Exhibit 2.05-E5, <br />Reclamation Details. As pan of the site reclamation agreement and in consideration of existing <br />natural geologic instability along the access road and in the general area, the U.S. Forest Service will <br />post IandsGde-wanting signs. <br />PR04 2.05-54 Revised August 2000 <br />
