Sarime - 2.05.4 <br />1986-1987 - Degazsification wells B-4, B-5, B-7, and B-8 were plugged and sealed, the water <br />• tank demolished, and associated surface areaz reclaimed. Borehole B-6 was converted to a <br />ground water monitoring well and will be reclaimed when no longer needed for monitoring <br />1994 -The above ground facilities, including concrete foundations, were demolished and <br />resulting demolition debris (except for the concrete rubble) removed from the site for <br />disposal. Excavated material was placed against steep slope areas. <br />Riprap was placed in the reclaimed Bear Creek channel to pertnanently stabilize the channel <br />1995-1996 -Concrete nibble from the 1994 demolition operations placed within the limits of <br />the fill was covered with at least two feet of non-toxic material. The area waz graded to final <br />contour. The culvert in Bear Creek providing access to the former escapeway was removed <br />for off-site disposal and the affected portion of Bear Creek was graded and temporarily <br />stabilized. Graded surface disturbance areas were prepared for seeding, fertilized, and seeded <br />in accordance with the revegetation plan outlined in Exhibit 2.04-E6, Vegetation <br />Information. <br />Reclamation Costs - A summary of estimated cosu for complete reclamation of the Bear Creek <br />facilities area is provided in Exhibit 2.03-E3, Insurance and Bonding Information. <br />Lower Hubbard Creek Atea (Somerset Mine) -The Lower Hubbard Cmek facilities included the <br />Lower Hubbard Creek portals, ventilation fans, an emergency mine hoist and a coal mine <br />development waste pile. <br />Demolition and Final Grading -All equipment, buildings, and above ground stmctures have been <br />• dismantled and removed. All concrete foundations have been removed, mbblized, and placed az <br />backfill or left in-place and covered. All nrbblized concrete fill or m-place foundations have been <br />covered with a mimmym of 2 feet of suitable non-combustible and non-toxic fill material. <br />Demolition debris rem~~ning after dismantling and removal of the surface stmttures and equipment <br />did not include any noncoal materials az described in Rule 4.11.4. The two Lower Hubbard Creek <br />portals were sealed in accordance with applicable provisioru of Rule 4.07 (az shown by the Figure, <br />Typical Cross-Settion -Mme Seals, in Exhibit 2.05-E5, Reclamation Details). Sohd block or seals <br />were constructed a minunum of 25 feet in from the portal surface openings. The portal entries were <br />then backfilled from the seals to the portal openings with soil and broken rtxk materials and portal <br />and face-up areas were backfilled and graded to completely cover all portal structures, establish a <br />stable slope configuration, and eliminate exposed 6ighwall areas. Limited backfilling was required <br />against the highwall az this area was already stabilized. Backfill material was salvaged from the edge of <br />the pad adjacent to Hubbard Creek The pre-law refuse pile was not re-disturbed and will not be <br />reclaimed. <br />Final grading of backfilled and other disturbance areas was completed to cover the portal structures <br />and azsociated facilities pad. The short section of Hubbard Creek that was affected was regraded and <br />stabilized with riprap. Straw bales were placed along the edge of the facilities pad during and <br />following backfilling and grading activities to minimize sediment contributions to the creek The final <br />topographic configuration of the Louver Hubbard Creek facilities area is shown by the Hubbard <br />Creek reclamation plan drawings included in Exhibit 2.05-E5, Reclamation Details. <br />The pre-disturbance land use for this area was undeveloped land. The affetted lands have been <br />reclaimed consistent with undeveloped public use lands in order to maintain public access to pubhc <br />lands to the north and ease The affected portion of the Hubbard Cmek road and the azsociated <br />• culvert have been retained to provide continued public access to the nearby public trailhead area. <br />Soil Replacement -Topsoil was not recovered or segregated during the construction of the Lower <br />Hubbard Creek facilities. Soil materials were rrrixed with and incorporated into other surficial and <br />PR04 2.05-53 Revised August 2000 <br />
