Saver - 2.05.6 <br />• Initiation of reclamation operations as soon as practical following completion of mining <br />• • Effective reclamation to minimi~r gradienu, reestablish surface drainage patterns, restore <br />pre-mining runoff and infiltration characteristics, and establish an effective and self- <br />sustaining vegetative cover. <br />• Post-reclamation land use management <br />OMI has incorporated specific control and mitigation measures in mining, processing, and <br />reclamation plans in order to prevent any significant irnpacu on surface or ground water quantity and <br />quality. All mining related activities including soil/substirute removal, mine development, coal <br />recovery, mine sealing, backfilling and grading, soil/substirute replacement, and revegetation are <br />designed and sequenced to minimi~P disturbance and progress in a logical manner towards effective <br />restoration of disturbed areas to a condition and configuration consistent with conditions which <br />Brasted prior to mine development. The following sections discuss the details of the various <br />components of the hydrologic protection plan. <br />Components of Hydrologic Protettion Plans -The hydrologic protection plans outline specific <br />measures Eor the Somerset, Sanborn Creek, and Elk Creek Mines that will be taken to: <br />• Avoid acid or toxic drainage <br />• Prevent additional contributions of suspended sohds to area drainages <br />• Control runoff and erosion <br />• Protect or replace affected water righu <br />• Restore approximate pre-mining recharge capabilities <br />• Specific prevention, control, and mitigation measures will include limiting the area of surface <br />disturbance; construction, operation, and maintenance of an effective drainage and sediment control <br />system; controlled collection, storage, use, and recycling of mine drainage; and effective reclamation <br />of surface disturbance areas and restoration of surface drainage patterns. In addition to descriptions <br />of specific hydrologic control and mitigation measures, compliance with specific applicable design <br />standards and requiremenu are addressed, and potential adverse hydrologic consequences specific to <br />the site are identified in the Probable Hydrologic Consequences (PHQ determination. <br />Protection of Surface Water Quantity and Quality - OMI has incorporated specific control and <br />mitigation measures in the proposed mitring, processing, and reclamation plans to effectively prevent <br />or minimise significant mining-related impacts on surface water quantity and quality. Surface water <br />systems will be protected by limiting surface disturbance; controlling surface runoff and erosion; <br />handling earth materials, any ground water discharges, and runoff in a manner that minimises the <br />fomration of acidic or toxic drainage, prevents additional contributions of suspended solids to <br />streamflow outside of the permit area, and otherwise prevents pollution of surface water. As needed, <br />surface water treatment facilities may ako be used to protett surface water. <br />OMI's mining operations and related activities have the potential to effect surface water quantity <br />through modification of surface runoff characteristics and increased sediment contributions from <br />surface disturbance areas; consumptive rue of surface water for mining operations and support <br />activities; any discharge of mine water to the surface system; and discharge of sediment and other <br />potential pollutants from mining-related surface activities. Muting and related operations may also <br />effect surface water quality by modifying surface water chemistry, altering pH, and increasing <br />concentrations of TSS, TDS, and specific chemical corutiruenu. Specific activities which may <br />. potentially impact surface water quantity and quality include the following: <br />• Removal of vegetation and soil materials from disturbance areas <br />• Realignment and culverting of portions of the Elk Creek channel <br />PR04 2.05-78 Revered August 2000 <br />
