Quarry Department — Portland Plant
April 16, 2013
Mr. Timothy Cazier
Environmental Protection Specialist
Division of Reclamation, Mining, and Safety
1313 Sherman Street, Room 215
Denver, Colorado 80203
Dear Mr. Cazier
tiN
H olci m
The reason for the mines non - production status is as follows:
Holcim (US) Inc.
3500 State Hwy 120
Florence, CO 81226
RECEIVED
APR 2 2 2013
7- DIVISION OF REC
MINING AND S AFETY ON
Phone 719 - 784 -6325
Fax. 719 -784 -3470
www.holcim.com /us
Subject: Notice of Temporary Cessation for Mine Permit # M- 2002 -096 — Ranch Land Rock
Pit#1
Holcim (US) Inc. is submitting a "Notice of Temporary Cessation" for Mine Permit M- 2002 -096,
Ranch Land Rock Pit #1, as outlined by C.R.S. 34- 32.5- 103(11)(b) of the Colorado Land
Reclamation Act. As required, please find enclosed with this notice a revision fee in the amount
of $144.00.
We request that comencement of the initial five -year period for Temporary Cessation be
November 1, 2012. Prior to this date, reclamation activities performed in 2012 included the
removal of the previous landowners office, weight scale, and other operating equipment as well
as the removal of some dimension stone.
The Ranch Land property has extensive limestone reserves that are suitable for use as a calcium
source for the cement production process. Holcim purchased the property as a potential long-
term limestone reserve for the cement plant. Due to its remote location away from any populated
areas, proximity to the cement plant, and favorable geology, Holcim purchased the Ranch Land
site as an alternative to other lands Holcim holds along the Highway 50 corridor in Fremont,
County.
Holcim is currently in the process of evaluating the timing and economic requirements needed to
bring the Ranch Land property into operation as a limestone source for the plant. Holcim's
existing reserves at the Bear Creek Mine, (operated under DRMS Permit M- 1977 -344), lie within
close proximity to the Highway 50 corridor and contain a high stripping ratio. These variables as
well as the scope of the operation at the Ranch Land site are being considered. For this reason,
Holcim is submitting this request for Temporary Cessation until the results of our economic
evaluation are completed and we have the information needed to submit a formal request to the
division to modify the mine permit to allow for limestone extraction from the Ranch Land site as a
source for the cement plant.
