Proposed Decision <br />Background Information Sources <br />Detailed information about the bond release review process can be found in the Colorado <br />Surface Coal Mining Reclamation Act (Act), the Regulations of the Colorado Mined Land <br />Reclamation Board for Coal Mining (Regulations; Rules), and in the Guideline Regarding <br />Selected Coal Mine Bond Release issues, dated April 18, 1995. All "Sections" referenced <br />within this document are contained within the Regulations. Detailed information about the <br />mining and reclamation operations at the Edna Mine can be found in mining and reclamation <br />permit application C- 1980 -001 on file at the Division offices, located at 1313 Sherman <br />Street, Room 215, in Denver, Colorado. <br />Location of Edna Mine <br />The Edna Mine is a surface coal mine permitted and operated by Chevron Mining, Inc. It is <br />located 3 miles north of the town of Oak Creek, Colorado. The specific area to which the <br />proposed bond release request applies is T4N, R85W portions of Sections 7, 18, 19 and 30; <br />T4N, R86W portions of Sections 12, 13, 14, 23, 24,and 25; T5N, R85W portions of Sections 31; <br />and T5N, R86W portions of Section 36. <br />Land and Coal Ownership <br />The ownership of the surface land for which bond release has been requested is private and <br />Federal. Ownership of the coal that was mined from the bond release area was private and <br />Federal. <br />Lands included in the Bond Release Request <br />The Edna Mine permit area covers approximately 3,257.30 acres. Chevron Mining, Inc. is <br />requesting Phase II and III (final) release on 1186.4 acres shown in Attachment B of the bond <br />release application. The 1186.4 acres are composed of all remaining areas of responsibility <br />of Chevron Mining, Inc.; permanent roads, three permanent sediment ponds, a series of <br />check dams known as the "string of pearls ", contour ditches, constructed drainages, and <br />Edna Mine Page 3 April 12, 2013 <br />Phase II. and III Bond Release <br />
