I. INTRODUCTION
Purpose of this Document
This document presents the findings of compliance in support of a proposed decision of the
Colorado Division of Reclamation, Mining, and Safety (Division) in response to a request for
a Phase II and III (final) bond release on all remaining portions of the Edna Mine, Division
permit number C- 1980 -001. These findings and the proposed decision are made in response
to a request for the final release of a reclamation bond at the Edna Mine. The bond release
request (SL -11) was submitted to the Division by the operator of the mine, Chevron Mining,
Inc (previously Pittsburg & Midway Coal Mining Company) on May 14, 2009. Chevron
Mining, Inc. is requesting a reduction of $2,733,438.00 in the amount of bond obligation held
by the Division as a result of this Phase II, and III bond release request.
The Division conducted a permit renewal, RN6, that was approved on December 6, 2011. At
that time the Division evaluated the remaining reclamation liability and recalculated the amount
of bond required. With the approval of RN6, the reclamation liability bond was reduced by
$241,308.33 to $2,329,182.67.
Acromyms Found in this Document
AVF
alluvial valley floor
BRB
bond release blocks
BRU
bond release units
C
cover factor
CCR
Colorado Code of Regulation
C.
