■ <br />Mine Site Inspection <br />Mine Name: McClane Canyon Mine <br />Permittee: McClane Canyon Mining, LLC <br />Permit ID #: C- 1980 -004 <br />Inspection Date: March 26, 2013 11:00 — 12:45 <br />Inspection Type: Partial Independent (State representative present) <br />Weather Conditions: Overcast, 60's, dry with residual moisture due to recent snowmelt <br />Participants: <br />Christine Belka, Office of Surface Mining Reclamation and Enforcement (OSM) #182 <br />Mike Boulay, Colorado Division of Reclamation, Mining, and Safety (DRMS) <br />This was a partial independent inspection. OSM provided notice of the inspection to DRMS 24 <br />hours prior to the site visit. Mike Boulay (DRMS) attended the inspection. The McClane Canyon <br />Mine is a federal underground mine in temporary cessation of operations. Although limited staff <br />was on site, no operator representative accompanied us on the inspection. <br />Roads (Rule 4.03): Minor rilling has occurred on the haul road just below the coal stockpile area <br />(see photo 10764). This area should be regraded to maintain compliance with 4.03.1(6). All other <br />inspected roads appeared in good condition and drainage control structures were in good <br />working order. <br />Coal Mine Waste (Rules 4.10 and 4.11): The coal waste pile is stable and drainage from the area <br />is routed into the sedimentation pond. Berms prevent coal waste material from leaving the <br />designated area and outer diversions route undisturbed area drainage away. Sparse vegetation on <br />the coal waste piles indicates no recent activity has occurred. No problems were noted in this <br />area. <br />Hydrology (Rule 4.05): Large drop pools capture undisturbed area drainage and route the runoff <br />through culverts and diversions past the disturbed area. Rock falls have occurred on the walls of <br />one drop pool, causing concern that the riser culvert may be damaged or blocked. No new rock <br />falls have occurred and the riser culvert appears clear and functional. <br />The sedimentation pond was holding water but not discharging during the inspection. The <br />primary discharge pipe arrears clear and functional, the emergency discharge spillway is intact <br />and would function as designed. The silt fence below the pond outlet pipe is damaged and should <br />be replaced to ensure continued compliance with 4.05.5 (see photo 10761). <br />Topsoil (Rule 4.06): The topsoil stockpile is stable with no indication that material is moving <br />from the designated location. Spring grasses are beginning to sprout. Berms ensure material is <br />retained in the designated area (see photo 10762). <br />Signs and Markers (Rule 4.02): The mine identification sign at the entrance from State Highway <br />139 is intact and contained all necessary information in accordance with 4.02.2.
