Mountain Brush Reference Area Allowable First -Hit Herbaceous Cover *(10.7 %) X 2 = 21.4% <br />Sagebrush Reference Area Allowable First -Hit Herbaceous Cover *(28.3 %) X 2 = 56.6% <br />90 percent of the Cover Standard = 0.90 [0.83(21.4 %) + 0.17(56.6 %)] = 24.6% <br />* Herbaceous cover adjusted by subtracting noxious weeds and annual /biennial plant cover in excess of 10% of the remainder. <br />The mean allowable first -hit herbaceous vegetation cover sampled in 2012 BRB -5 was 35.8 percent, <br />exceeding 24.6 percent, which is 90 percent of the upwardly adjusted cover performance standard (see <br />also Figure C -1, Table C -1). Thus for 2012, successful revegetation with respect to allowable first -hit <br />herbaceous cover is indicated. [Note that were the Mountain Brush Reference Area mean not upwardly <br />adjusted to the maximum value for the calculation of the performance standard, 90% of the cover <br />standard would have come to 21.6 %]. <br />HERBACEOUS PRODUCTION <br />Calculation of 90 percent of the cover performance standard appropriate for 2012 sampling is <br />demonstrated below. <br />Mountain Brush Reference Area Allowable herbaceous production* = 214.5 lbs/acre <br />Sagebrush Reference Area Allowable herbaceous production * = 456.8 lbs/acre <br />90 percent of the Production Standard = 0.90 [0.83(214.5) + 0.17(456.8)] = 230.1 lbs/acre <br />* Herbaceous cover adjusted by subtracting noxious weeds and annual /biennial plant cover in excess of 10% of the remainder. <br />As can be seen in Figure 2, the 2012 BRB -5 mean allowable herbaceous production of 976.1 pounds per <br />acre, far exceeding 230.1 pounds per acre, which is 90 percent of the production performance standard. <br />The average annual and biennial sampled 2012 BRB -5 production was not greater than 10 percent of <br />total herbaceous production and therefore no "excess" annual /biennial production deduction was used in <br />2012. Noxious weed production was not collected. <br />Since the 2012 BRB -5 allowable herbaceous production exceeds 90 percent of the production <br />performance standard (Figure C -2, Table C -1), and sample adequacy has not been demonstrated in <br />either the reclaimed or the reference areas (minimum of 30 samples) (Table C -4), reclamation success for <br />Phase Ill is demonstrated by passing a two - sample t -test of Reverse Null Hypothesis with Satterthwaite's <br />Adjustment (CDMG 2010 proposed rules revisions 4.15.1 (2)(c)). <br />As previously stated in the process of weighting, a reliable estimate of variance is lost. Therefore a two - <br />sample t -test was completed against each reference area using the logic that if BRB -5 passes against <br />26 <br />
