facilities are designed, constructed, maintained, and their planned demolition and (area) <br />reclamation are sufficient, to: prevent damage to fish, wildlife, and related environmental <br />damages and prevent additional contributions of suspended solids to streamflow or runoff <br />outside the permit area [Rule 4.04(1)]; control and minimize diminution or degradation of water <br />quality and quantity [Rule 4.04(2)]; control and minimize erosion and siltation [Rule 4.04(3)]; <br />control and minimize air pollution [Rule 4.04(4)]; prevent damage to public or private property <br />[Rule 4.04(5)]; and minimize damage, destruction, or disruption of services provided by oil, gas, <br />water wells; oil, gas, and coal slurry pipelines; railroads, electric and telephone lines, and water <br />and sewage lines which pass over, under, or through the permit area, unless otherwise approved <br />by the owner of those facilities and the Division [Rule 4.04(6)]. <br />New support facilities proposed with the submittal and approval of Permit Revision No. 3 <br />include utility lines, water lines, an office, a machine shop, a warehouse, a welding shop, a <br />maintenance shop, a fuel storage area, and an assay lab. These will be located on T4N, R94W <br />Section 36 (shown on Map 22B). A crusher, a truck loadout, a raw coal stockpile, a truck dump, <br />and a storage bin will be located in T4N, R94W Section 35. The Collom operation will continue <br />to use the coal stockpile, secondary crusher, and train Loadout at the Gossard Loadout. An <br />explosives storage facility will also be located near the Collom plant facilities, as shown on Map <br />22B. <br />III. Hydrologic Balance - Rule 4.05 <br />The Permit is found to be, with an approved partial exception [see paragraph G(2)(K) below], in <br />compliance with the requirements of Rule 4.05. <br />A. Water Quality Standards and Effluent Limitations - Rule 4.05.2 <br />1. The Division proposes to grant small area exemptions from use of sediment ponds due to the <br />limited size of the area and due to the fact that ponds and treatment facilities are not necessary <br />for the drainage to meet the effluent limitations of Rule 4.05.2 and applicable State and Federal <br />water quality standards for receiving streams and also due to the fact that no mixing of surface <br />drainage with a discharge from underground workings will occur. The small areas to be <br />exempted are the topsoil stockpiles outside the Section 11 ditch, the topsoil stockpiles along the <br />paved haul road, and the East Taylor holding pond and pump station. Small area exemptions are <br />shown on Map 11, Hydrology, North Area and Map 12, Hydrology, South Area. All disturbed <br />area surface drainage in the South Taylor area will drain through sediment ponds and no small <br />area exemptions are approved in the South Taylor area (4.05.2(3)(b)(i)). <br />Discharges from the Collom area will be subject to the requirements of the Colorado Discharge <br />Permit System (CDPS). These requirements include standards, effluent limitations, and a <br />monitoring schedule.
