L. Fees. The Division has contacted the Office of Surface Mining, Reclamation Fees Branch. As <br />of April 8, 2013, the Operator is current in the payment of reclamation fees required by 30 CFR <br />Chapter VII, subchapter R. [In compliance with Rule 2.07.6(2)(0).] <br />Section B - Findings and Specific Approvals Required by Rule 4 <br />Roads - Rule 4.03 <br />The Collom Expansion Area Permit is found to be in compliance with the requirements of Rule <br />4.03. Information on roads is presented in Volume 15 on pages 97 and 98 of Rule 2, and Section <br />4.03 of Rule 4. Maps 25D and 25E (Sheets 1 — 9) have been created to depict the roads servicing <br />the Collom area. Five roads are described for the Collom area: a haul road which also serves as <br />an access to the mine facilities; three haul roads designed for construction of the temporary <br />excess spoil pile; and an access road which services the sediment pond. <br />A. Haul Roads - Rule 4.03.1. The main Collom Haul Road will run approximately six miles <br />southwestward from the Gossard Loadout to the proposed Facilities area, as shown on Map 25E <br />Sheet 1. This road will be 100 feet in width; a 24- foot -wide portion on the southern edge of the <br />road will be paved with asphalt. The remainder will be surfaced with gravel, to accommodate <br />haul trucks delivering coal to the Loadout. The West, Central, and East Haul Roads connect the <br />Collom Lite pit with the Temporary Fill Stockpile, as shown on Map 25D. These roads will be <br />120 feet wide, and surfaced with crushed rock. The East Haul Road will also be used by coal <br />haul trucks to gain access to the main Collom Haul Road. All haul roads meet the design and <br />construction requirements of the haul road regulations. <br />B. Access Road - Rule 4.03.2. In order to obtain access to the Little Collom Sediment Pond, an <br />existing two -track road, which connects to County Road 32, will be upgraded as shown in <br />Volume 20, Exhibit 25, Item 1. The road is approximately 6,600 feet in length, with a width of <br />12 feet. The access road has been designed to meet the requirements of the Rule 4.03.2. <br />C. Light Use Roads - Rule 4.03.3. No new Light Use roads are proposed for the Collom <br />Expansion. <br />D. In -Pit Haul Roads. As presented in Rule 1.04(l 11), the definition of "road" does not include <br />roadways within the immediate mining pit area. This includes the haul roads in the Little <br />Collom X and Collom Lite Pits. <br />IL Support Facilities - Rule 4.04 <br />The Permit is found to be in compliance with the requirements of Rule 4.04.
