expansion area includes Federal Coal Leases C- 0123475, C- 0123476, COC- 68590, and State <br />Lease 257 -13s. Colowyo proposes to disturb an additional 2,090.5 acres in the Collom <br />Expansion Area for a total disturbed area of 5,877.28 acres. <br />The Collom Lite and Little Collom X Pits will be multi -seam operations that will mine up to 17 <br />coal seams and subseams located west of the West Pit. The coal thickness of the Collom seams <br />varies from 2.5 feet to 17 feet. Colowyo will mine the Collom Lite and Little Collom X Pits <br />using a combination of truck/shovel and dragline operations. The truck/shovel operations will <br />remove the upper three of four levels of overburden and interburden and the dragline will move <br />the rest. The mining will progress from the north to the south in the Collom Lite Pit and north to <br />south in the Little Collom X Pit. <br />An application for Permit Revision No. 3 (PR -03) was submitted to Division on January 26, <br />2009. The Division found the application incomplete on February 5, 2009, and sent the operator <br />a letter identifying items required to be submitted in order for the Division to find the application <br />complete. Colowyo personnel met with the Division on April 24, 2009. Colowyo submitted <br />additional information to the Division on March 29, 2010. On April 8, 2010, the Division sent <br />Colowyo another letter, denoting additional information required by the Division in order to find <br />the application complete. On December 17, 2010, Colowyo provided additional information to <br />the Division, in response to the Division's April 8, 2010 letter. The Division found Colowyo's <br />application for Permit Revision (PR -03) complete on December 27, 2010. The Division <br />reviewed the application and provided Colowyo with a preliminary adequacy review on February <br />25, 2011. The Division met with Colowyo representatives on March 4, 2011 to discuss <br />permitting concerns. Colowyo responded to the Division's preliminary adequacy concerns on <br />March 28, 2011. The Division reviewed Colowyo's preliminary adequacy review responses and <br />provided a second adequacy letter on April 22, 2011. Colowyo provided a second adequacy <br />review response on May 23, 2011. The Division sent Colowyo a third adequacy letter on July <br />22, 2011. Colowyo provided responses to the third adequacy letter on August 9, 2011. The <br />Division sent the operator a fourth letter identifying remaining concerns on September 2, 2011. <br />Colowyo provided responses to the Division's September 2, 2011 adequacy letter on September <br />19° 2011, and additional revised text and maps on September 29, 2011. The Division has <br />reviewed Colowyo's latest submittals and finds all remaining adequacy concerns have been <br />addressed. <br />Upon receiving the Division's completeness letter, Colowyo published a legal notice in the Craig <br />Daily Press once a week for four consecutive weeks. The publication dates were January 17 <br />2011, January 24, 2011, January 31, 2011, and February 7, 2011. Proof of publication was <br />submitted to the Division on November 30, 2011.
