Colowyo PR3 Reclamation Cost Estimate
Task 444: Weed Control: Sagebrush Steppe 1161 acres. Assume weed control on 10% of the seeded
area, three times over the liability period. Based on the acreage, 116 acres (1161 X 0.10), 1 assumed
weed control would take 5 days each time (8 hrs. x 5 days x 3 times =120 hrs.). I used Telar and 2,4 -D
chemicals, and rates determined from referring to Chemical company website for Rangeland /Pasture.
Task 449: Weed Control: Grassland 290 acres. Assume weed control on 10% of the seeded area, three
times over the liability period. Based on the acreage, 116 acres (1161 X 0.10), 1 assumed weed control
would take 2 days each time (8 hrs. x 2 days x 3 times =48 hrs.). I used Telar and 2,4 -D chemicals, and
rates determined from referring to Chemical company website for Rangeland /Pasture.
Task 451: Assume centroid to centroid Map 35B
The Division used a LeTourneau L2350 Loader paired with a Komatsu 830E (181 T bed) for
backfilling the Collom Lite pit with the temporary excess spoil pile. The Division concurred with
CCC's volumes in Table 1 and 4 of exhibit 13B.
The Division reviewed the Wyoming LEQ Guideline 12 regarding reclamation cost estimate using
a shovel. Based upon the CRGCE (Cost Reference Guide for Construction Equipment, 2012) the
Division considered the Wyoming unit costs for backfill utilizing an electric shovel to be
significantly less than similar costs found in the 2012 CRGCE. The Division programmed costs
associated with a Letourneau and Komatsu into the CIRCES database.
Task 448: Mobilization /demobilization
Observation at a nearby mine that uses LeTourneau L2350 Loaders for earth moving operations noted
that delivery of each LeTourneau L2350 took 11 -13 flatbed trucks:
4 flatbeds for the wheel housings (power drives)
2 flatbeds for hauling 4 tires
1 flatbed for bucket
1 flatbed for bucket arm
1 for engine and cab
For this estimate I used 9 flatbeds per LeTourneau Loader
Komatsu:
Assume 3 flatbed trailers to haul each Komatsu 830E.
1 for tires
1 for vehicle
1 for bed
Facilities removal:
