3.9 Public Notification of Proposed Approval and Issuance of the Revision <br />Notice of the Decision will be published in the Craig Daily Press twice (Rule 2.07.4(2)(d)). <br />Notification letters of the Decision will be sent to: Colowyo (Rules 2.07.4(2)(c) and <br />2.08.5(3)(b)); OSM, Western Regional Coordinating Center (Rules 2.07.4(2)(c) and <br />2.08.5(3)(b)); the Office of Archaeology & Historic Preservation; the surface and mineral owners <br />of record of the affected land (BLM and the State Board of Land Commissioners); and to the <br />Moffat and Rio Blanco County Commissioners (Rule 2.08.5(3)(b)). <br />If no objections are made within 30 days (public comment period) of the first publication (Rule <br />2.07.4(3)(a)), with clearance from a final AVS check, the proposed decision will be issued and <br />considered final within five days of the close of the public comment period (Rule 2.07.4(3)(c)). <br />4.0 Description of the Environment <br />4.1 Maps <br />United States Geological Survey (USGS) Topographic Map 7.5 Minute Quadrangles Axial and <br />Ninemile Gap, Colorado, cover the area of the permit. <br />4.2 General, Disturbed and Affected Area <br />The Mine is located approximately 28 miles southwest of Craig, Colorado, near State Highway <br />13. The majority of the permit area and current operations (including the mine pits, the <br />administrative office, shops, warehouses, general offices and a rail loadout facility) are located in <br />Moffat County. Approximately 1,000 acres of the South Taylor Pit, approved in PR -02, is <br />located in Rio Blanco County. All of the coal currently mined in the South Taylor Pit is in Rio <br />Blanco County. <br />Colowyo owns approximately 75 percent of the surface acreage of the current permit area. An <br />additional 20 percent (approximate) is Federal land managed by the BLM, and the remaining <br />five percent is State of Colorado land. The mine operation consists of several pits operating <br />within 12,250.95 permitted acres.
