Special Use Road Permit. MCC's existing Special Use Road Permit is currently being updated <br />by the U. S. forest and will be provided when complete. <br />3482.1(a)(3)(iv) - Narrative Description of Coal Exploration Methods <br />2013 Exploration Drilling Program <br />ALC proposes a two phase drilling program to accomplish logical evaluation of the coal <br />resources. Four holes are proposed in the 2013 field season as identified on Table 1. These four <br />holes SST -2, SST -4, SST -5, and SST -6 are within the Lease Modification area of COC- 001362 <br />in the southern and western portion of the project area. Temporary roads and drill sites as <br />required would be developed to drill these exploration holes. Upon completion of drilling for the <br />2013 field season and review of the data, ALC will determine if completion of the exploration <br />plan \k ith the remaining six holes is warranted in 2014. If so, that activity is described below in <br />the 2014 Exploration Drilling Program narrative. If ALC determines further exploration drilling <br />is not warranted, then the drill sites and access roads would be reclaimed and restored. <br />ALC would reclaim and restore all drill sites with the possible exception of site SST -6 which <br />may be kept open as a staging area for 2014 activities. In the interim between 2013 and 2014 <br />activities the temporary roads would be pulled in to an 8' -10' width, and waterbars and other <br />sediment control devices placed as per USFS stipulation. Culverts and other water control <br />devices would be removed to allow natural flow events to be unhindered. <br />2014 Exploration Drilling Program <br />If the results of the coal resource exploration from 2013 are favorable, then ALC proposes to <br />return to service the temporary roads established for the previous years' exploration program. <br />The sites and access for SST -1 and SST -2 within coal lease COC -1362 would be developed. The <br />primary access for SST -2 is from MCC's fee surface is located west of the project area. Access <br />to the eastern sites within COC -67232 will be a temporary road from site SST -6 to site SST -9 <br />and then south to sites SST -8, SST -3, and SST -12. Site SST -7 will be accessed by returning to <br />service historic exploration and dozer trail roads from MCC's private surface and via fee surface <br />owned by Mr. H. Grosse. A Road Use Agreement with Mr. Grosse will be executed and in place <br />prior to utilizing the road. <br />In addition to the exploration proposed on federal lands, ALC is planning two holes at the coal <br />outcrop on the fee lands owned by MCC. The two sites are adjacent to existing roads and are <br />noted as SP -1 and SP -2. These holes will test the presence or absence of oxidized coal zones in <br />the target seams. <br />Table 1 identifies the sites, temporary access road lengths, and estimated disturbed acreage. <br />Pre - drilling Activities <br />Prior to any construction or drilling activities, an on -site inspection of proposed drill sites and <br />access routes will be conducted with representatives from appropriate regulatory agencies to <br />discuss site - specific concerns. <br />State, USFS, and BLM regulatory personnel will be notified at least 48 hours before any <br />construction or drilling equipment is mobilized into the project areas. An authorized <br />representative of the applicant will supervise all construction and drilling activities.
