infiltration pond will be limited to 0.74 acres. Therefore, the total surface area of water exposed will be
limited to 1.37 acres.
If stormwater runoff is intercepted by this operation and is not diverted or captured in priority, it must be
released to the stream system within 72 hours. Otherwise, the operator will be required to make
replacements for evaporation. In addition to the settling pond and infiltration pond, the applicant will
install a mine sediment pond to intercept runoff and provide 24 hour detention time.
At least half of the water consumptively used at the site will be provided by an existing surface water right
of 2.0 cfs from Sacramento Creek. The remaining consumptive use will come from ground water and is
proposed to be augmented pursuant to a substitute water supply plan which is currently pending
evaluation by this office.
The site is proposed to be reclaimed to its pre- mining land use of rangeland. The ponds are proposed to
be backfilled as part of the reclamation plan.
The applicant must obtain a valid gravel pit well permit prior to the exposure of any ground water and
must obtain and operate in accordance with an approved substitute water supply plan. The applicant
submitted a Gravel Pit Well Permit Application and request for a Substitute Water Supply Plan to this
office on March 20, 2013. We cannot recommend approval of this request to increase the mining permit
to allow expanded use of ground water until we have reviewed and approved the substitute water supply
plan to ensure senior water right holders are not injured by this expansion. The applicant may contact the
State Engineer's Office with any questions.
