Exhibit 20 -2, Post Mining Topography, shows the locations of these roads. <br />The As -built profiles and cross - sections for these roads are contained on Exhibit 20 -3 (sheetsl and 2).,-- <br />Road "A ". <br />Rationale: This road is needed for access to the SCC owned property and shop facility and to provide the Hayden <br />Public Library access to the western portion of their property. <br />Justification: This road will provide landowner access to individual properties, including SCC owned property and <br />the shop facility that will remain as storage for agricultural and maintenance equipment during and following final <br />bond release. The landowner request letter is contained in Appendix 20 -2.1 of this attachment. <br />Documentation: The road is approximately 1.5 miles (approximately 7,950 feet) in length. The road will be <br />regraded, ripped, topsoiled and seeded to create the new average 20 foot wide limited access road. The originally <br />constructed road ditches and culverts will be left inplace. Exhibit 20 -2, Post Mining Topography, shows the <br />location of this road. The As -built profiles and cross - sections for these roads are contained on Exhibit 20 -3 (sheetsl <br />and 2). <br />County Road 53C (MEHR Road and Oil Well Access Road). <br />Rationale: This road combination is Routt County Road (RCR 53C) and provides access to an existing oil well. <br />Justification: Routt County Road and Bridge Department has requested that it be retained and configured to meet <br />Routt County specifications. The request letter and affiliated information is included in Appendix 20 -2.1 of this <br />attachment. <br />Documentation: The road is 1.62 miles (approximately 8,554 feet) in length and provides access from RCR 53 to an <br />existing oil well. The road has been reconfigured to an average 28 foot width with a gravel surface. Exhibit 20 -2, <br />Post Mining Topography, shows the location of this road The As -built profiles and cross- sections for this road is <br />contained on Exhibit 20 -3 (sheetsl and 2). <br />Light Use Roads <br />Light use roads have been retained for limited access to the reclaimed lands to facilitate monitoring, maintenance, <br />and future landowner use. The roads are of appropriate width for the anticipated volume of traffic and the nature <br />and speed of the vehicles to be used and provide access to the interior of the mining area. In most instances, these <br />roads average 12 feet in width. In some cases these roads are extensions of roads and trails that existed prior to <br />mining. Exhibit 20 -2, Post Mining Topography, shows the locations of the light use roads, while Exhibit 13 -28, As- <br />Built Light -Use Profiles, shows the final permanent grades. <br />Light Use Road 1 (LU -1). This road is approximately 1,450 feet long and provides access to the main substation and <br />powerline from the Ridgeline Access Road. The road meets the criteria for design and construction, grade, drainage, <br />and surfacing for a light use road Maintenance will be conducted as necessary until final bond release. <br />The landowner request letter is contained in Appendix 20 -2.1 of this attachment. The As -built profile is shown on <br />Exhibit 13 -28 and the typical cross - section is presented as Figure 13 -6, Typical Light -Use Road Section. <br />Light Use Road lA (LU -1A). This road is approximately 490 feet long and provides landowner access from LU -1. <br />The road meets the criteria for design and construction, grade, drainage, and surfacing for a light use road. <br />Maintenance will be conducted as necessary until final bond release. <br />The landowner request letter is contained in Appendix 20 -2.1 of this attachment. This is a road approximately 1,600 long and is an extension of LU -1 that existed prior <br />to power line construction and has been used by SCC /YVEA as access to the II -W shop power line.
