• Oil Well Access Road — also part of Routt County Road 53C that begins near the north <br />end of Haul Road A and extends 1,743 feet to an active oil well site (0.3 miles) <br />® Ridgeline Access Road — a proposed permanent postmining road that connects Road G <br />with Road 1-1(2.5 miles) <br />General Requirements. SCC will construct, maintain and reclaim access roads to minimize <br />erosion and siltation, air and water pollution and damage to public and private property. To the <br />extent possible, using the best technology currently available, access roads will not cause <br />damage to fish, wildlife, or related environmental values and will not cause additional <br />contributions of suspended solids to strearnflow or to runoff outside the permit area. Any such <br />contribution shall not be in excess of limitations of State or Federal law. The locations of access <br />roads are shown on Exhibit 12-2 and a typical cross section is shown on Figure 13-5, Typical <br />Access Road Cross-Section. <br />The access roads at the mine site will be designed with appropriate ditches, grades, and culverts <br />to control erosion and runoff. All access roads will be constructed basically "on-grade" and the <br />location will be partially limited by the grades of the existing or postmining areas. Stream fords <br />will not be used during construction of roads unless approval is first obtained from the regulatory <br />authority. <br />Location. SCC will locate access roads on ridges or on a stable slope in order to minimize <br />erosion. No part of any access road will be located in the channel of an ephemeral stream where <br />the upstream watershed is larger than one square mile or in intermittent or perennial streams <br />unless specifically approved by the Division. Stream fords of ephemeral streams when the <br />upstream watershed is larger than one square mile and intermittent or perennial stream will be <br />approved by the Division before construction proceeds. All other stream crossings will consist <br />of culverts in flowing streams, consistently wet areas, and in ephemeral <br />PR-06 30 Revised 10/11 <br />
