As virtually all culverts have free ouffalls, inlet control assumptions can be verified by the "Pipe Flow Charts" <br />in HDS-3. If flow in the culvert has a free surface, entrance control exists, and exit velocity can be . <br />approximated by using the greater of normal or critical velocity determined by the "Pipe Flow Charts" in <br />HDS-3. <br />Monitoring. A section of the Haul Road G alignment traverses the sideslope of a hill. Although the stability <br />analyses indicate that the road cut will be stable, as an added safety measure, SCC will monitor the slope <br />above and below the road alignment. Rebar will be driven into the ground at locations indicated on Drawing <br />No. 9111-5, Attachment 13-36 (Ivey Report). These monuments will initially be surveyed otter installation <br />prior to road construction. End-of-construction conditions are the most critical periods for cuts in clays. <br />Therefore, the monuments will be surveyed for movement immediately after the cuts have been completed. <br />They will be surveyed monthly for the first quarter and quarterly on the same schedule as Pond 005. If no <br />movement is detected after one year, monitoring will be suspended, upon approval by the Division. <br />Monitoring results were submitted to CDMG on January 6, 1994 in MR No. 29. The monuments were <br />surveyed on six different occasions between 6/13/92 and 10/8/93. No appreciable movement was detected. <br />At the request of CDMG, the monitoring pins were again surveyed in June 1994. No appreciable movement <br />was detected; therefore, monitoring was suspended. Final monitoring results were submitted to CDMG on <br />July 21, 1994 in MR No. 31. Monitoring pins will remain in place for future reference. <br />Maintenance. Haul roads are inspected on a daily work basis. If, upon inspection, it is determined that <br />repairs are needed, appropriate repairs such as, but not limited to, blading, filling of potholes, replacement of <br />the road surfaces, revegetation of side slopes and watering for dust control, will be conducted as necessary. <br />Restoration. When a haul road is no longer needed for operations, SCC proposes the following: <br />a. The top road surface will be narrowed to 20 feet; except for the Mine Entrance Haul Road <br />which is also Routt County Road 53C. This road surface will be narrowed to 28 feet in <br />accordance with Routt County Road and Bridge Department specifications. <br />b. The road surfacing material from the narrowing of the section will be placed on the remaining <br />road width <br />c. Slopes flatter than 311:1 V will be retopsoiled <br />d. All areas redisturbed by road narrowing activities will be reseeded to the edge of the road <br />surface <br />Unless the postmining landowner requests retention of haul roads for postmining land use and the <br />Division approves such request, immediately after the road is no longer needed for operations, reclamation, <br />or monitoring: . <br />PR-O5 28 Revised 01/06 <br />
